Can you really look at a starter's pitch counts and discern if he's being overworked or is a major injury risk? In the Baseball Prospectus 2001 , Rany Jazayerli and Keith Woolner did an excellent analysis of pitchers' workloads and developed a system they call PAP (pitcher-abuse points).
