This was just one month after he had declared himself dictator of the Roman world. In the wake of his death, three men moved forward to form a new triumvirate which would punish Caesar's assassins and then divide up the Roman world. The members of this triumvirate consisted of Marc Antony (consul), Lepidus (high official), and Octavian (the grand nephew of Caesar). Up to the year 37 B.C., there was relative peace in the Roman world. Brutus and Cassius were defeated in the Battle of Philippi (42 B.C.) and Cicero, perhaps the greatest thinker in the Roman world, had his hands and head cut off and placed in public display in the Forum. These three men headed a republican faction against Caesar for the simple reason that Caesar had claimed absolute power for himself. But in 37 B.C., stability appeared to disintegrate. Antony had married Octavian's sister but had also formed some sort of marriage contract with Cleopatra . In 31 B.C., Antony and Cleopatra's navy was beaten by Octavian's forces at Actium. Antony fled to Alexandria where Octavian eventually followed. Antony committed suicide while Cleopatra took the asp.

The business of the city, of the provinces, the army, finance, foreign affairs he tended to all of it, or he delegated it to hand-picked men. It was a burden he could not carry indefinitely, and in 27 he made a significant change. In the year 27, Octavian sent notice to the Senate that he wished to speak to that body on a matter of grave importance. Before the assembled senators, he spoke of all he had done for Rome, detailing his accomplishments. He spoke also of how hard was the work, and the toll it was taking on him. Saying he was tired, and that he had already done far more for Rome than any other individual citizen, he resigned all his offices. The senators cried out in dismay. They pleaded with him to reconsider, for the good of the state. A spokesman stepped forward to offer a compromise: Octavian would remain consul, but a second consul would be elected annually, as of old, so that he could share the burden. He would remain proconsul over Italy, Spain, Gaul and Syria, but the Senate would take up responsibility for the rest of the provinces. Octavian accepted these terms. A grateful Senate voted him the cognomen Augustus, by which name he is generally known in the history books. We usually call him Octavian until the year 27, and Augustus after that.

Do we have any proof from historical sources outside of the Bible that the Roman emperor ever authorized a census? Yes, we do. "Caesar Augustus" reigned as emperor of the Roman empire from 27 B.C. to 14 A.D. (Or 727 A.U.C. to 767 A.U.C.), 41 years in all. The grandnephew of Julius Caesar (100- 44 B.C.), his real name was Gaius Octavius and he lived from 63 B.C. to 14 A.D. Because Julius Caesar had legally adopted Octavius as his son, Octavius took the name "Caesar" from Julius, which in later years became a name almost equivalent to "emperor." "Augustus" is a Latin term that means "worthy of reverence." Caesar Augustus's reign was marked by peace and security - the famous Pax Romana - as well as by lavish building projects throughout the empire. In addition, according to Paul Maier, Augustus had such an intense interest in religion within his realm that, if not for his other great achievements, he might have gone down in history as a religious reformer. In his day, belief in the traditional Greco-Roman pantheon had decreased dramatically as philosophical skepticism grew and a growing number joined the foreign mystery religions. Augustus was convinced that belief in the old gods had made Rome great so he set out to encourage his subjects to return to the worship of these gods. He restored eighty-two temples in Rome alone! He became the pontifex maximus (highest priest) in the state cult.
