Born in Dakar , M'bow served in France and North Africa during World War II after volunteering for the French army. After the end of the war he studied geography at the Sorbonne University in Paris . M'bow began working for UNESCO in 1953 and was the director-general from 1974 to 1987, being the first black African to head a United Nations support organisation. He called the Commission over the Problems of Communication which delivered the MacBride Report (so called after its president, Seán MacBride ) in May 1980, supporting international claims for a New World Information and Communication Order . Bodet was born and died in Mexico City (1902-1974). He studied at the School for Techers, the National Preparatory School, the School of Jurisprudence and the School of High Studies of the University of Mexico. In 1921, he was appointed private secretary of the rector of the National University of Mexico, José Vasconcelos. He directed, together with Bernardo Ortiz de Montellano, the literary magazine Flange (1922-1923). He was the head of the Department of Libraries of the Secretariat of Public Education (1922-1924). He taught French literature at the School of High Studies (1925-1928). He co-directed the magazine Contemporáneos (1928-1931). He became a member of the Mexican Diplomatic Service in 1929, and remained active in diplomatic and governmental affairs until the 1960's when he served a second time as secretary of Public Education from December 1, 1958 to November 30, 1964.
