Extractions: Last year the USITC agreed that action is necessary to prevent injury to the domestic lamb market by excessive imports, primarily from Australia and New Zealand. In July 1999, President Bill Clinton ordered three years of tariffs on lamb imports from those countries and for $100 million to be spent over three years to help the industry improve its competitiveness in the global economy. A free market is vital to a healthy economy. Government intrusion into the market interferes with economic dynamics such as price discovery, availability, elasticity and other supply / demand relationships and shifts in those respective curves. National Livestock Producers Association believes that in most cases, allowing a market to find equilibrium on its own is the best policy. However, when trade barriers create dangerous unbalance and excessive situations, such as dumping, persist, then government must act to ensure its domestic industry remains viable. Current Status Import quotas, countervailing duties and other forms of tariff enable market prices to settle at more equitable levels, allowing domestic production to more adequately compete. In the case of Australian and New Zealand lamb imports, NLPA supports the 201 trade action and its three-year expected lifespan. This time will enable the U.S. sheep industry to move their production and marketing systems into a more competitive fast track.
