Extractions: for Defense Industries his writer has already had a chance to tell the readers of this magazine about the positive tendencies in the work of the domestic aircraft industry brought to life by the total reorganization of Russia's relations with other countries and the good opportunities opened up for the intensification of international economic cooperation. The aim of this article is to furnish more details pertaining to the everyday life of aircraft research institutes, design bureaus and factories, the current status of the aviation infrastructure, the needs of the domestic aircraft and helicopter manufacturers and the support they actually receive from the Government. The Russian President, who spoke about the aircraft building industry as a sphere "where we still maintain a fairly good position in the world", issued a decree On the Federal Goal-Oriented Program of Development of Civil Aviation of Russia up to the Year 2000, whereby this program, as one considered to be of great importance, was accorded presidential status. To date, the aviation industry has been rightfully regarded, along with the space and nuclear-machine building industries, as one determining the technical progress of the country in general. Accordingly, it was liberally funded from the state budget, with defense orders playing a dominant role in both production and development programs. Through many years of its isolated development, the aviation and other industries of the former USSR had to rely on their internal resources and internal cooperation to support the entire cycle of research, development, testing and production of aircraft, engines, airborne and ground equipment and accessories.
