This analysis of the crises in church-state relations in Argentina over the last 100 years shows that the constitutionally-established Catholic Church was progressively disenfranchised by various governments and responded by struggling to maintain the institution's historic rights and privileges and to speak as the moral conscience of Argentina. This study of Argentine Catholicism offers an important perspective to the country's turbulent political history. Church-state relations show a number of crisis points whereby the constitutionally-established Catholic Church underwent progressive disenfranchisement by various governments. In response, church elites struggled to maintain the institution's historic rights and privileges and to speak as the moral conscience of the nation. Three critical periods in church-state relations are examined: the anticlerical period of the 1880s; the rise of Peronism in the 1940s; and the series of events beginning with the upsurge of the revolutionary left in the 1960s. These events shaped the Argentine Church, while at the same time Catholicism, often imbued with a fervent nationalism, provided many groups competing for power the myths, symbols, and language necessary to articulate a vision for a new Argentina. ... Written by what I believe to be a historian, this book offers a very clear and organised account of the Catholic Church in Argentina from the 1800's until present day. The content is very true to its title, as the perspective of the analysis is very much those of political realities and implications. It deals very much with how the organisation within the church, with internal controversies and crisis, the different identities of the church and the constant struggle for power and position by the clergy. This is seen in relation to the political realities of every epoch, and consequently how different ideologies of rule have made the church respond or proact in various ways - and not least, how the church has experienced separation within. Do not expect to obtain alot profound insight into the social dimension of the church, i.e, the position it has held and holds today among the people of the different classes that make up this nation, or how it plays a role in daily life of individuals. Incidentally, Burdick uses theory by the social anthropologist Victor Turner in conceptualising and organising the different phases of change in the relationship between church and state. This has made the analysis more accessible and basically more enjoyable. Not at all overly academic in style, but well structured and seemingly very well researched. PS, Burdicks suggestions regarding Peron's brake with the Catholic Church seem better outlined and more plausible than those of Donna Guy in Sex and Danger in Buenos Aires, even though they treat different subject matters. ... In this book, Marcelo Bergman shows how success in getting citizens to pay their taxes is related intimately to the social norms that undergird the rule of law. The threat of legal sanctions is itself insufficient to motivate compliance, he argues. That kind of deterrence works best when citizens already have other reasons to want to comply, based on their beliefs about what is fair and about how their fellow citizens are behaving. The problem of free riding, which arises when cheaters can count on enough suckers to pay their taxes so they can avoid doing so and still benefit from the government's supply of public goods, cannot be reversed just by stringent law, because the success of governmental enforcement ultimately depends on the social equilibrium that predominates in each country. Culture and state effectiveness are inherently linked.
Using a wealth of new data drawn from his own multidimensional research involving game theory, statistical models, surveys, and simulations, Bergman compares Argentina and Chile to show how, in two societies that otherwise share much in common, the differing traditions of rule of law explain why so many citizens evade paying taxes in Argentina and why, in Chile, most citizens comply with the law. In what follows, Chapter 2 begins by summarizing where Argentina fits into the world market for imported and exported human blood, prepared animal blood, toxins, cultures of micro-organisms, and similar products excluding yeasts. The total level of imports and exports on a worldwide basis, and those for Argentina in particular, is estimated using a model which aggregates across over 150 key country markets and projects these to the current year. From there, each country represents a percent of the world market. This market is served from a number of competitive countries of origin. Based on both demand- and supply-side dynamics, market shares by country of origin are then calculated across each country market destination. These shares lead to a volume of import and export values for each country and are aggregated to regional and world totals. In doing so, we are able to obtain maximum likelihood estimates of both the value of each market and the share that Argentina is likely to receive this year. From these figures, rankings are calculated to allow managers to prioritize Argentina compared to other major country markets.
