As titular head of state, the King plays a ceremonial and symbolic role in the nation. A main political function is to designate a political leader to attempt to form a new cabinet after an election or the resignation of a cabinet. In conditions where there is a "constructive vote of no-confidence," the government has to resign and the Lower House of Parliament proposes a new Prime Minister to the King. The King also is seen as playing a symbolic unifying role, representing a common national Belgian identity. The decision-making power in Belgium is no longer exclusively in the hands of the Federal Government and the Federal Parliament. Now, the management of the country falls to several partners, which exercise their competences independently in different fields. See: the Regional and Communities Governments The Belgian Parliament consists of a Senate and a House of Representatives (the Chamber). The House has 150 directly elected members. The Senate has 71 members. The executive branch of the government consists of ministers and secretaries of state (junior ministers) drawn from the political parties which form the government coalition. Formally, the ministers are appointed by the King. The number of ministers is limited to 15, and they have no seat in Parliament. The Cabinet is chaired by the Prime Minister. Ministers head executive departments of the government.

A government supporting a commercial company for a solution that is more costly and most important: they would promote a company which has been (and still is) involved in very dubious affairs, especially concerning the whole monopoly thing. It is a very good idea and a nice move from the government, so don't just shoot on 'em, they'd think "oh yeah, we're trying to do something nice and they're just stinkering around", see what I mean? In fact, the best things about using free software is that (like the M$/RedHat thing in the US) they could buy a lot more hardware if you just think about the license costs of the M$-products. ... > - Is the process legal regarding the "Appel Offre" method ?

The project exists (should be closed in March ! as seen in DH) and the Vice-Prime Minister talked about that (not too much). We have tried to reach the responsible person at the Cabinet, but it seems that is not so easy. First thing, we must have all the information in hand before making action and we have to know what is the exact project, the status and the general implication of it. It's a an EXCELLENT IDEA to give access to Information that some family in difficulty couldn't get regarding their social/economical position. BUT - We have to take care about the solution taken and his implication in the general social life. (Is it proprietary software ? is it Libre software ?)

Luc Willens of the Flemish Christian Democratic Party and Renaat Landuyt of the Flemish Socialist Party introduced a "bill to protect against discrimination on the grounds of sex and sexual and relational preference" on May 8. The bill does not confine itself to homosexuality, but is written so that it can be taken broadly to include any sexual orientation. The bill defines discrimination as "each form of distinction, exclusion, restriction, or preference." If it passes, the bill will make it illegal to refuse to rent property to or to employ anyone with whose sexual lifestyle a citizen disagrees. The bill also forbids citizens to be members of organizations that differentiate between people on the basis of their sexual conduct. One parliamentarian from the Green Party, Eddy Boutmans, commented in a leading Belgian paper that this bill will make it possible to sue the Belgian Primate, Cardinal Godfried Danneels of Brussels, for preaching the teaching of the Catholic Church on homosexuality. Article 5 outlaws anyone "who belongs to a group or society which clearly and repeatedly practices or teaches discrimination on the basis of sex or the practice of sexual or relational preference."
