I needed this book for a class in a masters program and I really think that it has good information for budgeting. However, it was hard to get through with its really long chapters, many many charts, and it was very boring.

I find this book to be well organized and easy to read.There is a great deal of useful material that does not go over anyone's head.

I think there are some math errors - I looked mostly in the CAPITAL BUDGETING chapter.On page 328, the present value of 3.3073 should be 3.0373 with disasterous results.

On page 348, the formulae for Standard Deviation appear to be totally wrong.Frankly I am amazed by these errors and they put most of the of math the book into serious question.I didn't continue into this chapter after this as I no longer trust the math - so beware and check for yourself.

This is unfortunate - except for some simple yet devastating errors, I like the book a great deal.Just too bad.

"Performance Budgeting for State and Local Government" isn't a page turner.In fact, you're more apt to read a few pages and put it down. Not because of its profundity, but because of its tedium.But, building the foundation to any business for long term sustainability requires a degree of monotony.Kelly and Rivenbark's"Performance Budgeting..." is about power and the inner workings of state and local governments tasked with measuring services to the public.

As a master degree candidate, this book was a requirement for a course of the same title. While it's only 8 chapters, readers are left with a greater appreciation for taxes and how it greases the wheels that keep governments operating.While you can read another type of business book, "Performance Budgeting..." shows you how the private sector has largely influenced governmental operations.While, the government isn't quite as efficient, "Performance Budgeting for State and Local Government" spends a long time attempting to make its case.
As performance review is important, it becomes increasingly difficult to make the same case for the public sector as the private sector. In fact, "Performance Budgeting..." fails to make a compelling case, because certain departments within city government are immeasurable based on the nature of the services.

Whether you're a student of politics, government or business, this book is a helpful tool for aligning programs with outcomes and objectives, albeit limitations.For one who teaches on charisma, measuring service deliverables is essential.

Planning for and waging war are intricate and uncertain processes. The decision-making involved must be thorough and well executed as well as based on past experiences, current capabilities and known metrics for determining success.

Dr. O'Hanlon, with his decades of experience as both a teacher and leading voice in U.S. foreign policy, succinctly examines various aspects of defense analysis in The Science of War.Topics covered range from budgeting and force readiness to assessing counterinsurgency missions and the continued impact of technology on the military.

As a textbook, The Science of War should be required reading for students (like myself) of the field, but it is also highly accessible to anyone who seeks more knowledge about the methods of defense analysis.In his usual style, O'Hanlon presents ideas in a clear manner while sharing insight through real-world examples that are easy to understand.

This book is not an easy read, it is more of a textbook, but for that purpose it is solid.

This book ignores the most important question - why should the US have a large military, and why should it be intervening in other countries' affairs? Why is it that the US has such a large and complex military apparatus and why are we using it so much?

During the Vietnam War, the mainstream media (contrary to illusions) had a criticism of the war, that it wasn't being fought hard enough, and that we were losing. The important issue should have been whether we had any right to be in Vietnam and whether we should be winning it at all. This book assumes that it is right for us to be intervening in other countries' affairs, that it's right for us to have a large military.

It ignores the larger question of whether it's right for us to be in Iraq and Afghanistan, whether it's right that we have nearly a thousand military bases in dozens of countries, and that we are the only country in the world with aircraft carrier fleets which roam the earth "protecting our interests" and intimidating foes.

This book is part of a long line of hawkish, pro-war thought from the neocon tradition which got us into the messes in Afghanistan and Iraq and if we continue to let the debate over foreign policy to be set by idiots like O'Hanlon, who only care about whether our military is "working well" and not whether our actions are moral, then we'll continue to invade other countries and foster hatred towards us from others.

O'Hanlon is a recognized expert onNational Security Issues, who in thisbook provides a moderately goodtutorial on what he calls "defense analysis"as practiced by the U.S. Department of Defense (DOD).He is especially good at explaining such arcane issues as the mechanics of DOD budget development, methods of combat modeling and force sizing, and factors affecting logistics and basing.Yet as O'Hanlon himself noted mechanics and methodology are not isolated analytic techniques, but other factors also influence the analytic process.So it can be asked what about the roles of threat analysis and risk mitigation in defense analysis?These are important considerations when budgeting for defense and planning force structures, but there is no mention of them in this book.
The weakest chapter in the book is titled,"Technical Issues in Defense Analysis" that is an exposition on the role of technology and innovation in defense analysis. Now O'Hanlon does provide reasonably good discussions of missile defense issues (a current hot button) and nuclear weapons in this chapter. But he also demonstrates a particularly poor understandingof the what he dismissively refers to as "nifty new gadgetry" andthe so-called Revolution in Military Affairs (RMA).In point of fact, the concept of information driven command and control systems (command, control, computer, communication, intelligence, surveillance, reconnaissance (C4ISR)) are integral to successful counter-insurgency operations and to waging asymmetrical war in general (includingcounter-terrorism).C4ISR systems represent an evolutionary not revolutionary development yet the RMA was the catalyst in their implementation.Network Centric Warfare(NCW) is not as O'Hanlon would have it, a phrase describing " a variant of RMA theory", but is a deployed system representing the latest evolution of the Combat Information Center (CIC) and represents the latest effort by the U.S. Navy to manage a geometrically increasing amount of relevant information. O'Hanlon also appears to be behind the power curve on Information Operations (IO) which he refers to as "effect based operations" and like NCW seems to think it represents theory not practice.This is nonsense and suggests O'Hanlon might want to review the current literature on both subjects.Overall a useful book, but one that would have been better had O'Hanlon made more of an effort to explain how the Information Revolution and its attendant "nifty gadgetry"has impacted on defense analysis in the 21st Century.

This has to be the most efficient text book that I have ever read.Most books assigned to college courses are padded with useless pages to text.As a graduate student who also works, I don't have the time to shuffle through these pages looking for the information I need.In "Public Budgeting" David Nice is able to make every page count.Looks can be deceiving as this book looks to be a short and quick read, though that is not the case.Everything included within these pages is relevant information.Immediately getting to the point, this makes the learning experience much less tedious."Public Budgeting" is a book I would recommend to any public administration student.

This book was very concise and coherent. It was right to the point with no long excessive unnecessary information. The theme of the book stuck directly to the main point which is budgeting in the public sector.

I enjoyed the book, because I did not have to use other aid to assist me in understanding the subject matter of the book which was budgeting. For any professor teaching public budgeting, I would recommend that if they would like their students to understand the subject matter should use this book.

Each chapter provides a clear and concise guide for how the chapter will be presented to the reader. There is no confusion and or difficulty when beginning to read each chapter of the book. I enjoyed that the book was created in the form of an outline format which provides ease for the reader in providing direction as to where the chapter is going.

Further, I found the reference section of the book to be very beneficial if searching for research information and sources. Additionally, the Index provide a precise way by which to look for information that you may be looking for throughout the book, if you had some sort of difficulty with understanding the information provided in the book.

The book was a very good read, and can be used as a very effective resource if doing research on public budgeting and or to obtain a better understanding of the Budgetary Process.

The textbook titled "Public Budgeting" was written by the author David Nice and published by Wadsworth Group Publishing. The purpose of the book is to combine the focus of budget literature and public administration in a simplistic format for a wide range audience. One does not have to have a career in budgeting or finance to understand the concepts of the book. It is presented in a clear and concise format. The text is divided into 11 chapters. The topics of the text range from a brief introduction, overview of the various phases in the budget process, anayltical techniques, the adoption and implementation phases, and the complex relationships between the economy and public budgeting. "Public Budgeting" is an appropirate text for all levels especially for those being introduced to budgeting concepts.
I have read several budgeting and accounting texts and this is one of the few books that I have read in which I did not get overwhelmed or bored. The only 2 recommendations I would make is to include a glossary at the end of the book and to have a chapter summary and review questions at the end of each chapter. Including a glossary will be beneficial to those new to the budgeting field so they can have a quick reference point rather than flipping through the text. A chapter summary and review questions will reinforce the information discussed inthe chpater and aid the student in studying. Despite the areas of improvement, I would still highly recommend this text for students.

Any student who hopes to have or any employee who has responsibilities in budgeting would want to read this book.The author provides invaluable information regarding important theories, various uses and phases of the budget process, explores complex relationships between the economy and public budgeting, fiscal federalism which looks at the types of financial aid from one level of government to another, competition for revenue among governments, and the methods of influences one government may use to sway the budgetary decisions of other governments.David Nice incorporates the importance of budgetary literature from the political/policy side with literature detailing the emphases of budgetary literature from the public administration or the public finance perspective.Both the political/policy and public administration components of budgeting address common concerns.The author has taken these two perspectives and meshed them in such a way as to afford the student or employee a single reference source for assimilating and understanding the dynamics of these two separate entities and demonstrates how they play against and in support of each other in public budgeting.

Public Budgeting contents are well organized, easy to follow and understand.

David Nice's book Public Budgeting provides an overview of the Public Budgeting Process.His perspective is from the National, State and Local level.

As a Federal Government worker I have always been interested in the budgeting process. The book helped me to understand the process. I also found it to be an easy read for someone with no other experience in the Public Budgeting area.

The examples used in the book, where relative to events which occur in the federal agency where I am employed.It gave me a clearer understanding of the budget process and the decisions made by upper management.

I would definitely refer this book to other graduate students with little or no previous budgeting experience.

Prof. Pearson has done an excellent job describing VaR and how downside risk fits into the portfolio selection process.His book is the only book on VaR that I am aware of to provide a rigorous treatment of methods for encorporating non-normality of returns into the VaR estimate (by means of the Cornish-Fisher approximation or other approaches), surpassing even Jorion's "Value-at-Risk" in this regard.The treatment of Risk Busdgeting starts with a reasonable definition, but then drops to short references throughout the book and a brief treatment at the end about including VaR measures in a risk budgeting portfolio management approach.I would also liked to have seen the code used to create the examples published with the book, even though this is not a book on implementation.

A very well written book on Risk Budgeting from a modern perspective. VAR methodologies, stress testing and working examples are very well written and a must for anyone wanting to either get into the risk measurement/ management field or an advanced practitioner in the field. I would highly recommend this book for someone wanting to get the both the theoritical and hands on practical approach to risk measurement of equity and fixed income portfolios.

The book and workbook are helpful, but don't be fooled into purchasing the online version.Customer Service is horrible.You will have the opportunity to try a 30-day "free" trial but not without inputing your credit card #.The program walks you through step by step on setting up your account however it makes it nearly impossible to cancel your subscription.And forget speaking with live customer service, everything is done through live chat and e-mail.And you certainly won't recieve any notification that your "free" subscription is coming to an end.This program will cancel your enrollment but not without charging you your initial subscription fee.Mvelopes intentionally traps you into using their online budget system because they recognize that anyone with the book and pen and paper can budget their finances more efficiently than their online service.

Wow.What a wakeup call.This week saw the very worst of my two toddlers' behavior, my loaded Suburban SUV stolen and a few other pivotal moments.What I am coming away with after 50 pages of this book - my kids have too much.I spend too much on them.I am creating monsters.I am humbled.Fortunately, we have way too much disposable income, but after reading this book - the excess is going to go to micro loans and more community compassion - NOT TO BUYING more crap for my kids.Lessons learned.This was the kick in the azz I needed.THIS from a big believer in YOUR MONEY OR YOUR LIFE philosophy, still I had let things slide VERY wrong when it came to my kids.WOW.This book helped me see some habits I was creating for my family that were NOT life affirming.I am going to change as a result of reading this book.Can you give a higher recommendation?

This book is well written and does a solid job of covering important information to capital budgeting professionals as well as students. It provides clear definitions of terminology and a model of capital budgeting that is useful for comparing local jurisdictions.The limitation of the book is that the examples used are for small and medium size cities which have less complex political, legal, and economic environments than larger cities. Nevertheless, I recommend the book for those who need a solid understanding of capital budgeting and finance.
