The Commission has noted that two factors threaten to seriously challenge the State’s investment in this important natural resource as we approach the twenty-first century: The combined impact of these factors prompted some observers to declare that California’s historic Master Plan for Higher Education is dead. However, the Commission believes that the major tenets of the Master Plan (1) differentiation of mission, (2) ready access to all who can benefit from education beyond high school, (3) affordability, and (4) high quality continue to be sound.
