    Extractions: OTTAWA, Dec. 17, 1997 The Government of Canada today requested the Canadian International Trade Tribunal (CITT) to review issues related to imports of product mixtures containing dairy blends, including butteroil/sugar blends, that are not covered by tariff-rate quotas (TRQs). The announcement was made today by Agriculture and Agri-Food Canada Minister Lyle Vanclief and International Trade Minister Sergio Marchi. Import quotas in support of supply management were converted into tariff-rate quotas in 1995 when Canada implemented its World Trade Organization commitments. Butteroil/sugar blends were not covered by the former import quotas and have not been subjected to tariff-rate quotas. Dairy farmers are concerned imports of dairy product blends outside of the tariff-rate quota system will reduce producer returns by displacing significant amounts of domestic product. “The Government of Canada recognizes the concerns raised by the Dairy Farmers of Canada that imports not covered by TRQs may be a threat to Canada's supply management policy for the dairy sector," said Minister Vanclief. "We need a thorough and complete analysis, on an expedited basis, to determine what options might exist to address these concerns, and what consequences we might face under different courses of action.” The Government of Canada has requested the CITT study be completed by July 1, 1998.

McBrearty also renewed the union’s call to change trade legislation and the make-up of the CITT. "We believe that there will be massive job losses in this industry if the government does not act," said McBrearty. Michel Arsenault, the union’s Quebec director, said big box retailers are asking for the lifting of anti-dumping measures for bicycles. The Steelworkers represents workers at bicycle manufacturer Pro Cycle. "Companies like Zellers and Canadian Tire are only concerned about increasing their sales by introducing bicycles manufactured in China and in Taiwan," he said. "They are blind to the fact that these products are cheap because of low labour costs created by the absence of human and trade union rights."
