The payments can total $1,200 per year; Permitting the sale of U.S. food and agricultural supplies to non-governmental bodies including private restaurants and farmers.

This is a criminal issue: the state proclaims its right to kill according to its own desire in any part of the world, deviating from the judicial norms of courts, even without proof. By its nature, this is also like terrorism. Such a policy is barbaric and uncivilized, denying all the legal norms and grounds on which co-exist peacefully in this world.

They were coming from the Opalocka airport in the state of Florida. The two Cessna planes were pirate planes. As they flew, once again, in the Cuban airspace at a distance between 5 and 8 miles north of the Baracoa Beach west of the city of Havana. Before this, between 10:15 a.m. and 11:27 a.m., three planes of the same kind had invaded Cuban airspace. But these rebels use lyrics, not guns, and they dance instead of march. Hip-hop is the rebellion within the revolution. Its soldiers are Cuban rappers, (raperos). Their missions are poverty and racism. There are an estimated 200 hip-hop groups in Havana with another 300 scattered throughout the rest of the island. The groups range from kids rapping in the streets, to artists performing in clubs, to a small number recording in studios. Rap began growing in Cuba in the mid-'90s. Some of the first groups; Amenaza (The Threat), Primera Base (First Base), were seen as criticizing the country's racial inequality. Despite police raiding shows not sanctioned by the government, the movement grew, as did the audiences. In the spring of 1999, the Cuban government changed its stance against hip-hop, declaring it "an authentic expression of Cuban Culture." This fall, the government formed the Agencia Cubana de Rap (The Cuban Rap Agency) that provides a state-run record label and hip-hop magazine, and began supporting the annual Cuban Hip Hop festival.

The accord represents a major breakthrough in the NAACP's efforts to help black farmers win business in new and emerging markets. Mfume and John Boyd, president, the National Black Farmers Association, announced the deal after meeting with Pedro Alvarez, director of ALIMPORT, Cuba's food import company. "This is an historic announcement and one that I personally find very heartening," Mfume said. "President Fidel Castro promised to establish trade links with black farmers, and it appears he has kept his word." Mfume is leading a good will and trade mission to Cuba that includes three members of the NAACP National Board of Directors, senior staff and Boyd. Castro, after a lengthy meeting earlier this week with the NAACP, promised that African American farmers would have full access to Cuba's $1.5 billion import agricultural market.

The net effect of these restrictions and requirements is a de facto embargo resulting in minimal medical sales and non-existent food sales. Licensed sales of food and agricultural inputs to independent entities in Cuba including Cuban restaurants and religious groups were permitted in May of 1999 following a January 1999 Presidential initiative. Food sales to Cuba can be made, but only with a license obtained on a case-by-case basis from the Department of Commerce, Bureau of Export Administration. The Cuban Democracy Act of 1992 governs the export of medicines and medical equipment to Cuba. In order to sell medicines and medical equipment to Cuba, it is necessary to obtain a license from the United States Department of Commerce, Bureau of Export Administration. The primary requirement for obtaining a license is to arrange for proper end-use monitoring. The purpose of this stipulation is to ensure that these sales do not benefit the Cuban government but rather the Cuban people.

If this government would count solely on the support of the masses in each city, it would evidence the lack of acceptance from the people. But they are forced to support the government to cause an image before public opinion that is not true.
