Discretionary grants are awarded on a competitive basis pursuant to the Director's discretionary authority. Through a standing grant announcement, ORR funds Wilson/Fish projects which offer an alternative means of providing interim financial assistance, medical assistance, social services, and case management to refugees. Unaccompanied Refugee Minors program assists refugee and entrant youths under 18 and who are without a responsible adult in developing appropriate skills to enter adulthood and to achieve economic and social self-sufficiency, through delivery of child welfare services in a culturally sensitive manner. Unaccompanied Alien Children - provides a safe and appropriate environment for minors during the interim period between the minor’s transfer! into an UAC and the minor’s release from custody by the ORR or removal from the United States. Cuban/Haitian Initiative provides assistance to and serves communities affected by Cuban and Haitian entrants and refugees.The Administration for Children and Families (ACF), within the Department of Health and Human Services (HHS) is responsible for federal programs that promote the economic and social well-being of families, children, individuals, and communities. ACF programs aim to achieve the following: families and individuals empowered to increase their own economic independence and productivity; strong, healthy, supportive communities that have a positive impact on the quality of life and the development of children; partnerships with individuals, front-line service providers, communities, American Indian tribes, Native communities, states, and Congress that enable solutions which transcend traditional agency boundaries; services planned, reformed, and integrated to improve needed access; and a strong commitment to working with people with developmental disabilities, refugees, and migrants to address their needs, strengths, and abilities.FUNDING OF ACF PROGRAMS--FORMULA AND DISCRETIONARY GRANTS - ACF awards mandatory or "formula" grants, as well as discretionary grants. From the author: Scholars now have access to audiotapes of the meetings between President Kennedy and his advisers made during the 1962 Cuban missile crisis. Since 1997, a set of transcripts edited by Ernest R. May and Philip D. Zelikow has been available from the Harvard University Press. This article, by the former Kennedy Library historian who listened to these tapes between 1981 and 1996 and recently checked selections from the published book against the recorded words, reveals that the transcripts contain many errors that significantly distort the historical record. The author discusses a representative sample of these inaccuracies, suggests how they can mislead scholars, and argues that subsequent printings and future revised editions should document and identify all changes and corrections of the original 1997 transcripts.
