Yet Ken Gallahan could conceivably remain in jail for the rest of his life. What is his infraction? He does not have $15,000 to pay a lawyer he never hired. He was already jailed indefinitely when he could not pay a psychotherapist he also had not hired and was released only when his mother paid the fees. Debtors' prisons were theoretically abolished long ago, but this does not stop family court judges from using the bench to shake down fathers who have done nothing wrong and funnel everything they have into the pockets of the court's cronies. In fact the looting and criminal-ization of fathers like Ken Gallahan is now routine in divorce courts. Family courts are the arm of the state that routinely reaches farthest into the private lives of individuals and families, yet they are answerable to virtually no one. By their own assessment, according to Robert W. Page of the New Jersey Family Court, "the power of family court judges is almost unlimited." Others have commented on their vast and intrusive powers less charitably. Malcolm X once called family courts "modern slavery," and former Supreme Court Justice Abe Fortas termed them "kangaroo" courts. One father was told by a judicial investigator in New Jersey, "The provisions of the US Constitution do not apply in domestic relations cases, since they are determined in a court of equity rather than a court of law."

For the last four years, Family Rights and Dignity (FRD) has kept the policy makers and politicians of San Francisco scratchin. FRD scrutinizes and intervenes in the practices and policies of institutions routinely impacting low income families: welfare, Child Protective Services (CPS), public housing, health services, and shelters. It is a place where low income families may fight back and give voice to that which injures them. In every arena, FRD demands and achieves salient changes. Before the creation of FRD, low income families were systematically marginalized in the political arena. Homeless and low income families were disregarded as a politically disposable community. In contrast to single adults, families suffered subordinated access to shelter, treatment, and housing. But, as a result of FRD's hard work, drug treatment slots for families increased throughout San Francisco by 100%, and the number of subsidized units for low income families expanded by 20%. In addition, the San Francisco Housing Authority established a special transfer policy for mothers in violent or domestic violence situations, emergency shelters terminated their nightly expulsion policy, and CPS workers agreed to being trained by current or former CPS clients. Most importantly, Family Rights and Dignity has truly made low income families a political priority.

Quite the opposite is true: breastfeeding benefits toddlers and young children, both nutritionally and psychologically. Over the past year, mothers have expressed growing concerns about the legality of extended breastfeeding. And with little wonder. The media has been giving more and more publicity to the subject, and social service agencies throughout the United States have been addressing these issues in their cases. Rest assured, however, breastfeeding is not child abuse or neglect, and no reported decisions to date claim that it is. To the contrary, upon learning of the normalcy and frequency of extended nursing in this country, several social service agencies have closed out cases involving breastfeeding. A Minnesota mother was accused of abuse for nursing a six year old in public. In reality, she was nursing a three year old; and as soon as the child's age was established, the case was closed. In Tennessee, accusations against a mother nursing a four and a half year old were dropped. In Florida, a mother was cleared of abuse for nursing a six year old!
