ACTION: Supplemental notice of proposed rulemaking. SUMMARY: The Coast Guard proposes regulations that would require the owners, masters, or operators of tank vessels of 5,000 gross tons (GT) or more that do not have double hulls and that carry oil in bulk as cargo to comply with certain operational measures. The proposed regulations contain requirements for bridge resource management training, rest hour minimums, enhanced surveys, maneuvering performance capability requirements, and other measures aimed at reducing the likelihood of an oil discharge from these vessels.
