Eleven states report eighteen programs of excellence in family leadership and family resource management. The programs are grouped according to specialized competencies and bodies of expertise ranging from family and community leadership, family empowerment, nutrition education, and family resource management.. Family Leadership. The Extension Service, with significant support from the W. K. Kellogg Foundation, developed a number of sustainable and influential Family Community Leadership (FCL) Programs throughout the nation which addressed the needs of family units, members of communities, and the larger society. Traditional FCL programs provide participants with personal empowerment, motivation of volunteers, group management tools, leadership skills, increased understanding of public policy formation. Train-the-Trainer. FCL has a specific curriculum and delivery method. The curriculum is taught at state universities by extension professionals. FCL graduates, in turn, teach others at the community level what they have learned. FCL refined the classic train-the-trainer model to disseminate university-based knowledge. The educational philosophy of FCL is learning by doing. Program trainees are expected to become program trainers for one year. Participants are expected to become involved in public policy as a result of their increased skills and confidence.

The purpose of a self-help program is to assist self-represented litigants, within the bounds of this rule, to achieve fair and efficient resolution of their family law case. The purpose of a self-help program is not to provide legal advice to self-represented litigants. This rule applies only to programs established and operating under the auspices of the court pursuant to this rule. (b) Definitions. (1) "Family law case" means any case in the circuit that is assigned to the family law division. (2) "Self-represented litigant" means any individual who seeks information to file, pursue, or respond to a family law case without the assistance of a lawyer authorized to practice before the court. (3) "Self-help personnel" means lawyer and nonlawyer personnel in a self-help program. (4) "Self-help program" means a program established and operating under the authority of this rule. (5) "Approved form" means (A) Supreme Court approved forms or (B) forms that have been approved in writing by the chief judge of a circuit and that are not inconsistent with the Supreme Court approved forms, copies of which are to be sent to the Chief Justice, the chair of the Family Law Rules Committee of The Florida Bar, the chair of the Family Law Section of The Florida Bar, and the chair of the Family Court Steering Committee. Forms approved by a chief judge may be used unless specifically rejected by the Supreme Court.

The Center of Excellence, the lead agency, is a non-profit agency based in Tampa with sites in nine other Florida cities. It provides educational opportunities for minority students of preschool through high school age and their families. The Florida Center is focusing on assisting at- risk children and families, including those who are low-income, minority, disabled, inner city, migrant, or limited English proficient. The project is developing materials, providing technical assistance, and building training capabilities to help families become more involved with their children's education. The Florida Center has four main objectives: Establish and Operate a Statewide Information and Training Center The Florida Center is focusing on a number of themes, including empowering families to become their own advocates, enhancing family involvement in schools and community organizations, developing support strategies to help children with behavior problems, especially those of children with disabilities, combatting the effects of violence on families and children, and improving the readiness of children entering school. In addition, the Florida Center is providing technical assistance and training to improve and expand the HIPPY program throughout the state.

Extractions: Eckerd Youth Alternatives operates nine rehabilitation programs for juvenile offenders for the Department of Juvenile Justice. Programs serve either males or females, ages 13 - 18 and are located throughout the state of Florida. Services range from front-end programs such as low-risk, non-residential programs to high-risk residential programs and re-entry. Almost all youth served in Eckerd Juvenile Justice Services except for front-end programs have failed to be successfully rehabilitated by other providers or methods. All Eckerd Juvenile Justice Services programs are rehabilitative in purpose and absolutely non-punitive in approach. What makes our approach unique is the extent to which the group process is used. In our residential programs, for example, youth live and function as a group 24-hours a day, seven days a week. They eat, sleep, go to school, and make decisions as a group. Another cornerstone of Eckerd's comprehensive treatment programs is the positive, trusting relationship counselors establish with youth. The primary treatment modalities are reality therapy and choice theory, as well as anger management and conflict resolution training. Punitive and confrontational methods of discipline are not practiced in Eckerd juvenile justice programs.

Extractions: Alternative Dispute Resolution Introduction Alternative Dispute Resolution (ADR) has been utilized by the Florida Court System to resolve disputes for over 25 years, starting with the creation of the first citizen dispute settlement (CDS) center in Dade County in 1975. Since that time, the uses of mediation and arbitration have grown as the Legislature and judiciary have created one of the most comprehensive court-connected mediation programs in the country. The court-connected mediation and arbitration programs represented in Florida are as diverse as the state itself. Programs have been organized based on the needs of the court, the availability of volunteers and the accessibility of funding sources. Prior to 1987, mediation programs for county and family cases were in operation, and legislation authorized the creation of citizen dispute settlement centers and judicial referral of cases to family mediation programs. As a result of the 1985 and 1986 Legislative Study Commissions' findings and reports, the Florida Statutes were broadened in 1987 to grant trial judges the authority to refer any contested civil matter to mediation or arbitration subject to limited Supreme Court exceptions. This comprehensive statute was supplemented by the adoption of Rules of Civil Procedure (adopted in 1987), the Florida Rules for Certified and Court-Appointed Mediators (adopted in 1992), and the Florida Rules for Court-Appointed Arbitrators (adopted in 1994).
