This book explains the extent to which economic, geopolitical, and human rights considerations influenced U.S. foreign aid during the Reagan and Bush administrations. It is the first study to include domestic determinants of foreign aid in its model. It is also the first study to employ longitudinal, pooled cross-section item-series analyses. The work concludes that two domestic factors: incremental budgeting and the "prestige press" were among the most important determinants of U.S. foreign aid during the two administrations. The work also shows the significance of a country's ideological orientation in relation to its military aid decisions. It reveals that the recipient country's economic needs were important in economic aid decisions. Human rights factors are shown as a significant influence on economic aid policies but a much weaker influence on military aid. The author solidly supports such conclusions with statistical analysis.
