Gibraltar wants to renegotiate with Britain its constitution of 1969, in order to update its autonomy in domestic affairs and to consolidate its position as part of the EC. The British government are sympathetic but have also taken seriously their accountability to the rest of the EC for Gilbratar's actions. Any constitutional change would in practice need Spanish acquiescence. This paper sets out some of the background to some of the long-running talks in terms of the achievements and frustrations since they were started by Sir Geoffrey Howe and his Spanish counterpart in 1984, the difficulties in the Gibraltar economy and the possibility that Gilbraltar might, one day, make even better use of its unique position as the only colonial territory in the European Community. The Gilbraltar economy has suffered from heavy cuts in the British defence presence, and may even contract if expensive new offices and industrial space do not start to earn money. Tobacco smuggling is proving a lifeline. Gilbratar's present EC status, half in and half out of the Community, has important financial benefits but inhibits the Rock's economy from serving its hinterland in southernmost Spain.If and when other political changes fall into place, a move by Gilbraltar to full participation in the EC may be worth consideration. ...
