For five days major cities like Ottawa and Montreal were without electricity in the middle of winter. The hardshipsvividly brought to life on our television screenswere real. Water heaters didn't heat, lights didn't light, gas pumps didn't pump, and computers didn't compute. Schools, hospitals, and stores were closed; kids didn't learn, patients didn't heal, and vendors didn't sell. People suffered. In 1991, while in Iraq as a relief worker, I saw an entire country that had been without electricity for months. With the advent of aerial bombardment, electrical grid systems have been a primary target during war. Daniel Kuehl, a military strategist, recently published an article analyzing "Electrical Power as a Target For Strategic Air Operations." He says: "The first week's attacks cut Iraq's generating capacity by approximately 75 per cent, and follow-on attacks extended that even further so that by war's end the system had been reduced to only about 15 per cent of its prewar capability." Engineers in Iraq, laboring under sanctions, were able to restore a significant amount of the electrical grid after a full year's work, according to Kuehl. Imagine, a full year in climatic conditions as extreme as Canadian winter. Except in Iraq the extreme is in the other direction. Consider cities in a desert climate, where freezers don't freeze for monthsin hospitals, homes, truckseverything goes bad. Water systems stopped working, so did sewage transfer systems. Everything stopped working, for months on end.

Strong winds with these intense storms and cold fronts can knock down trees, utility poles, and power lines. Storms near the coast can cause coastal flooding and beach erosion as well as sink ships at sea. In the West and Alaska, winds descending off the mountains can gust to 100 mph or more damaging roofs and other structures. Extreme cold often accompanies a winter storm or is left in its wake. Prolonged exposure to the cold can cause frostbite or hypothermia and become life-threatening. Infants and elderly people are most susceptible. What constitutes extreme cold and its effect varies across different areas of the United States. In areas unaccustomed to winter weather, near freezing temperatures are considered "extreme cold." Freezing temperatures can cause severe damage to citrus fruit crops and other vegetation. Pipes may freeze and burst in homes that are poorly insulated or without heat. In the north, below zero temperatures may be considered as "extreme cold." Long cold spells can cause rivers to freeze, disrupting shipping. Ice jams may form and lead to flooding.

Canada and New England were hit with devastating ice storms that knocked out power while the Mid-Atlantic were hit with steady rain that sometimes was very heavy. One consistent trait was the slow movement of the storm no matter where you were, the system would not let up. Sneak a peek at the storm facts for the First Week of 1998 storm. The new year started off quite quietly in the Northeastern part of the United States. Temperatures were very cold on New Year's Day, as the mercury plummeted into the low 20s. Much of this environment was set up by the very powerful storm that hit the New England and Mid-Atlantic states only a couple of days earlier. However, the stage would soon turn, and the temperatures would start to warm over the first weekend of the new year. Temperatures quickly rose into the 40s and 50s by Sunday, and by Tuesday, the mercury was reaching dizzying heights for this time of year. Guldin, presenter Introduction In December 2000, two separate ice storms affected Arkansas forests. The storm on the 12th and 13th produced snow in northern Arkansas, with sleet and some snow from west central into north central sections. For much of central and southern Arkansas, freezing rain and sleet were common. The storm on December 25-28 produced mostly freezing rain and sleet. Ice accumulations were most severe in the western sections of the state, with up to three inches of ice common (fig. 1). As a result, ice accumulations affected trees throughout the state. The buildup of ice resulted in heavy damage to trees across the central and southern parts of the state. Together, these two storms have been called the worst ice storms in Arkansas in modern recorded history, dating from 1819. The forests of Arkansas were heavily damaged.

Winner of the Ontario Healthy Housing Award in 1995, he noted that in the general population, there has been an increase in environmental illness, which includes sensitivity to all kinds of emissions from building products. Most of these involve allergies to volatile organic compounds (VOCs) and a whole array of different bonding materials and sealers frequently found in wood-built homes. He decided to check out concrete as a healthier alternative. "I had a great experience in the first year I did ICFs," Teixeira said. "I already had a reputation as a healthy housing builder, so a hypersensitive client come to one of the sites I was building to look it over. We had an ICF system on slab in the dry wall stage. She came in and sniffed around for about 10 minutes. Afterward, she told me that normally if she walked into a house at that stage of construction, she would be on the floor in 30 seconds. This gives you an idea of just how clean ICF construction can be.

    Extractions: We staved off cabin fever yesterday by cooking on my gas camping stove, having Sarah's family over, and doing various activities. The Lord has blessed us with a working gas fireplace that actually heats up the room (from 54F to 61F), and a working gas hot water heater, so we can't say we're hard off. Our water heater and fireplace work by what they call "standing pilot design." Apparently the pilot light, which is always on, generates enough electricity to power the opening and closing of the gas valves. Pretty neat, and very nice. The outside is weird. Everything is covered in 2mm thick ice, including the trees, which are largely bent over with the weight. It's very beautiful, but it looks like we're going to lose a lot of nice trees, which were already weakened by the drought we've been having. I'll try to take some panoramas of the scenery. By Monday, snow had turned to rain and sleet, slow in melting. Traffic was not so bad as to keep us from going to work. Unfortunately, I went too early. The temperature was still 28°, and I discovered when I arrived at work that the car door had frozen shut. I couldn’t get out of the car. I let the heater run and waited to escape, feeling moments of panic and paranoia much as trapped elevator passengers must sometimes feel when the power fails while in transit. Finally the door on the passenger side loosened, and I crawled across the divider console and gearshift to get out. Sitting in the car and waiting for freedom gave me time to reflect on snows of yesteryear. They were rare things in West Tennessee, maybe averaging one light snow a year. Occasionally, some freakish snow blizzard would come through—as in the winter of 1950—and paralyze us for days at a time.
