Extractions: IEA Government Relations Committee INTRODUCTION What a difference a year can make. The 2001 Idaho Legislature began the session with a record $300+ million budget surplus. Less than a year later the governor has issued two budget holdbacks totaling $55 million for all state agencies, including recommending holding back $23.3 million from Idahos public schools. The revenue picture for FY 2003 looks even bleaker, as a national recession and slowing state economy indicate that all state agencies, including public schools, might face a budget decrease of 5% or greater to balance the FY 2003 budget. While the states economy has changed significantly in less than a year, the needs of Idahos public schools have not. Parents, community members, policy makers, and educators all expect more from our public schools. We are ready to meet the increasing demands, but we cannot do it without the necessary resources it takes to ensure that every child in Idaho is given the opportunity to receive a world-class education. And if the FY 2003 budget is reduced by 5% or more, Idahos children will suffer. An appropriation decrease will mean that class sizes will increase, programs and services to students will decrease, and students will be given fewer educational opportunities.

ARCHIVED CURRENT EVENTS The Idaho Education Association 2002 Legislative Hotline This is the IEAs Legislative Hotline message for Monday, February 25th. This morning the House Education Committee, on a vote of 14-3, sent to the full House a measure that would repeal the current law which protects teachers and other certified educators from taking a pay freeze or a reduction in salary from one year to the next. HB 636, sponsored by Rep. Ken Roberts (R-McCall), would change a provision that has given Idahos teachers an assurance of salary stability for several decades. It also would give districts the right to lengthen or shorten the term of an employees contract unilaterally. Speaking in support of HB 636, Rep. Roberts told the committee that local school boards should have the flexibility to determine how to spend district funds in difficult budget years. Instead of giving teachers pay raises, he said, they may prefer to freeze salaries in order to avoid a reduction in force. Its a local control issue, he said; and the current law runs counter to the authority school boards should have to manage their own budgets.

For Further Information In recent years, educators have witnessed the rapid development of computer networks, dramatic improvements in the processing power of personal computers, and striking advances in magnetic storage technology. These developments have made the computer a dynamic force in distance education, providing a new and interactive means of overcoming time and distance to reach learners. Computer applications for distance education fall into four broad categories: Computer Assisted Instruction (CAI) - uses the computer as a self-contained teaching machine to present discrete lessons to achieve specific but limited educational objectives. There are several CAI modes, including: drill and practice, tutorial, simulations and games, and problem-solving. Computer Managed Instruction (CMI) - uses the computers branching, storage, and retrieval capabilities to organize instruction and track student records and progress. The instruction need not be delivered via computer, although often CAI (the instructional component) is combined with CMI.
