It is the purpose of this Act to provide for the protection, education and welfare of the citizens of the State of Illinois; to provide for the education, protection and welfare of the students of its private business and vocational schools; and to facilitate and promote quality education and responsible, ethical business practices in each of the private business and vocational schools enrolling students in this State. The Certificate of Approval must be displayed in a prominent location at the school to serve as public notice that it meets the minimum requirements of the law and may operate in the State of Illinois. The initiative is a collaboration between Alternatives, Inc. and Chicago Public Schools. Since 1996, Alternatives, Inc., a non-profit community agency, has coordinated the Senn High School Peer Jury, the first and only peer jury in Chicago Public Schools. Chicago Public Schools and the Advisory Committee kicked off a four-stage process (orientation, training, implementation, and evaluation) to establish peer juries in schools across the city. On November 1st and 2nd, 23 schools participated in an orientation based on the Alternatives school-based peer jury model. The teams attending the orientation consisted of youth, parents, teachers, school administrators, and community organizations. Presenters and discussion leaders included both teens and adults. The orientation explored the values of balanced and restorative justice, explained how those values related to the peer jury process, and how peer juries can provide an alternative to suspension and expulsion. The teams also learned how to engage their colleagues and the community using the model presented by the Asset Based Community Development Institute at Northwestern University. Ryan today named Former State School Superintendent Robert Leininger as chairman of the Educational Funding Advisory Board, a panel which must recommend legislative changes to Illinois' school aid formula. The Governor expanded the Education Funding Advisory Board, which was created by law in 1997, to include13 ex-officio members. The Board is required by law to recommend modifications to the general state aid formula to bring it up to date. The recommendation must be based on a methodology that incorporates per pupil spending at schools with high concentrations of children from poverty. The Governor is asking the 18-member advisory board to hold hearings throughout the state to receive input from educators, parents, local officials, business and the general public on school funding issues. While the ex-officio members will be equally involved in hearings, only the five statutorily mandated advisory board members have voting rights on the final report. "'This panel has an extremely difficult task to complete in a short amount of time on an extraordinarily very complex issue," Ryan said. "However, I'm confident the panels findings will provide invaluable benefit to Illinois educational system," he said.
