Existing Accessibility Studies. The Commission reviewed the latest "Fair Housing Impediments Analysis" studies conducted by the Cities of Cedar Falls, Cedar Rapids, Council Bluffs, Davenport, Dubuque, Iowa City, Mason City, Sioux City, and Waterloo. Four studies did not address accessibility. Three indicated a shortage of accessible housing and two indicated compliance problems in new construction. The Fair Housing Center in Omaha, Nebraska, recently surveyed a number of new construction projects throughout Nebraska and Council Bluffs, Iowa, and found significant compliance problems. Indeed, frequently the building inspectors who would be called upon to ensure that the blueprints provided for accessibility compliance had scant familiarity with the provisions of the law. The Fair Housing Center report includes a quote from a building inspector in Council Bluffs, stating that he thought that "if the building could be made accessible (e.g. the light switch could be lowered or a ramp could be installed) then the requirements are met."

This series of RBCA Implementation Case Studies is a means for sharing RBCA information among states. Each issue will discuss a particular aspect of one states RBCA development or implementation effort. The first case focuses on Iowas involving a broad array of stakeholders from the outset of its RBCA effort. Stakeholder Philosophy A States LUST cleanup program affects many different members of the communitystation owners, cleanup contractors, environmental groups, residents, bankers, property owners, politicians, realtors, regulators, and others. The development of a Risk-Based Corrective Action (RBCA) program will impact each of these parties. To achieve the most effective RBCA program possible and to garner necessary support from the community of stakeholders, it is essential to involve interested parties from the outset in program development. Patrick Rounds of Iowas State UST Fund noted the importance of stakeholder involvement as follows: "Stakeholders often feel that Government forces regulations on them; so they resist them, even when they are good regs."
