The bill is now on its way to the House for approval and will then be sent to the Governor to be signed into law. The bill sets the allowable growth under the school foundation formula at 4% for the school year beginning July 1, 2001 (FY 2002). The funds generated by this formula can be used by local schools to increase teacher salaries and to improve the basic education program for our K-12 students. A 4% allowable growth rate will increase school funding by an estimated $105 million. This new funding would consist of $78.7 million in state aid dollars and $26.4 million in property taxes. Funding to local schools is primarily done through the school aid funding formula. This formula is based on the concept of "Dollar Cost" times Kids. Annually, the General Assembly makes an adjustment in the "Dollar Cost" portion of the equation by setting an allowable growth factor. Iowa law requires the General Assembly to set the allowable growth for two years in advance, usually the first 30 days of the legislative session. The funding is done two years in advance so school districts can better anticipate their funding levels.

In reality it may be neither. Rather it is an excellent learning tool that holds great promise for expanding the walls of the learning community and meeting the changing needs of future generations. If we believe information is valuable, and it is, students have access to seemingly limitless information through the World Wide Web and linkages with experts in a variety of fields via e-mail. Some certainly see this technology as information overload with little control over what students access. They argue that countless hours are lost as students sit transfixed sifting through information that may have questionable value. Likewise, "virtual teaching (using technology) may result in virtual learninga situation in which the instruction nor the learning connects with reality" (Hurst, 1995, p. 12). Others "translate access to vast archives of information into personal knowledge . . ." (Dede in O'Neil, 1995, p. 8). Information accessed through technology can stimulate further investigation, learner collaboration, and knowledge construction (O'Neil). Schools are increasing their acquisition of and access to numerous technologies. The United States Office of Technology Assessment (OTA) released the findings of a comprehensive federal study, Teachers and Technology: Making the Connection, April 3, 1995. The OTA found that "schools access to various technologies is rising steadily" (O'Neil, 1995, p. 10). However, the utilization of technology is quite traditional:

Iowa Governor Tom Vilsack and Attorney General Tom Miller today announced a plan to expand the use of school-based Juvenile Court Liaisons in Iowa junior high and middle schools to work with delinquent and disruptive youth to fight delinquency and improve learning for all students. Governor Vilsack said: "We propose to provide a safer learning environment for our schools by increasing the number of juvenile court liaisons. These liaisons work with delinquent and disruptive students, but, most important, they help to prevent children from becoming delinquent who are considered at risk. The liaisons work in conjunction with probation officers to get troubled kids back on their feet." Governor Vilsack said his January 28 budget recommendation to the legislature will include a proposal to increase the Juvenile Court Liaison program by $2 million, for a total of $3.5 million for the program. This would increase the number of schools with Juvenile Court Liaisons from 107 to 183. "Over time, I hope that the Juvenile Court and local schools will have the ability to place a school-based Juvenile Court Liaison in every junior high and middle school in Iowa that wishes to use the program," Vilsack said.
