The question this thesis attempts to answer is summarized as follows: what accounts for the amazing stability of Italian transport policy in the face of European challenges, given the fact that - as most national and European policy-makers readily believe - it is not capable of addressing the problem of the sector? This study analyzes the transport policy in Italy from the 1990s into the 21st century. It looks at how the two sub-sectors of surface transport, road haulage and raliways, have been managed by the public and private actors involved. In both sectors the policy appears to have failed, either by not offering a remedy to problems or by aggravating them further. The ruling class plays a major role in society. It makes possible what would otherwise be infeasible, by removing constraints that may stand in the way of long-term growth. Historically, economists devoted far less attention than sociologists to the study of ruling classes. Using the theoretical tools of economists, this volume provides an understanding of what drives the formation of a ruling class, and the relationship between politics and business firms. Focusing on Italy, it uses labour economics to analyse the selection of the ruling class, the labour market of politicians, the allocation of managers' time, and their incentives, remunerations, and career paths. It draws on contributions from two teams of leading scholars and on research undertaken by the Fondazione Rodolfo DeBenedetti.

Part I focuses on the labor market of politicians. It uses detailed information on personal characteristics, incomes, performance in office, and career paths (both before and after the Parliamentary mandate) of all the politicians elected to the Italian Lower Chamber (Camera) between 1948 and 2008. This is the first time that this information has been gathered and summarized in key indicators. Part II is devoted to the managerial class. Disorganized, hard to follow
The book focuses on politics in Britain, France, Germany and Italy.Unfortunately, it turns what could be an interesting comparison into an exercise in boredom.Each section reads like an individual essay with the authors trying to prove some central thesis and thus fails to sufficiently explain the forces influencing politics in the countries of focus.It does not fully explain the basics of European politics and is not good as an introductory book on this subject.Unlike the reviews on the back of the book it is neither "clear" nor "simple" (for each section there are no subheadings for each individual country the paragraphs simply jump to a random nation, the selection of which seems completely arbitrary)It is perhaps more suitable for those already familiar with European politics. ...
