Knowles argues that the blurring of boundaries between the public and private sector has significantly affected the success of IMF and World Bank policies in Jordan which are predicated upon a clear distinction between these sectors. Furthermore Jordan's move from an economy that is dependent upon outside economic assistance to one that is dependent upon remittances has affected the power of the country's élite which hitherto depended on access to and control of aid.

Jordan since 1989, as Patrick Clawson wrote, appears to be a typical academic political science tome, one dedicated to expounding obscure theoretical models of interest only within university walls. But the obligatory theoretical chapter is blessedly short--and surprisingly, the author presents his analytical point in plain English, and it actually is useful to understanding the story that follows. Knowles argues that since its creation in 1921, Jordan has always depended on gifts from abroad, but the source of those gifts increasingly shifted after 1989 from aid (distributed primarily by the state) to workers' remittances (distributed mostly by the private sector). He argues that related to this change has been a change in how the Jordanian state asserts its economic influence, shifting from direct control (such as ownership of companies such as the airline, telephone, and electricity companies) to indirect methods (such as regulation).

Knowles provides a wealth of information about foreign flows into Jordan and about the state's role in the economy, arguing that the two have been intimately linked. He shows the long history of aid dependence, climaxing during the oil boom in what Knowles describes as "dictator state, private sector dependency." Then came the 1985 oil price collapse and the related Jordanian economic crisis, culminating in what Knowles characterizes well as an economic collapse in 1989. He documents the slow climb upwards, with (using his terms) 1985-89 being the "rhetoric years," 1989-95, the "lost years," 1995-98, the "foundation years," and since 1998, "the action years." He emphasizes the role of donors, led by the International Monetary Fund and World Bank, in the new policies.

Strikingly absent from this account is much discussion of the Arab-Israeli conflict or of the splits in Jordanian society between Palestinians and East Bank Jordanians. Knowles tells a convincing and full story without much reference to these issues, suggesting that perhaps they are not so important to understanding what is often said to be Jordan's central challenge, namely, its weak economic base. ... It is, therefore, better for government officials to understand the mechanics of bond refundings, which are classified into the two categories of current refundings and advance refundings. Current refunding occurs when bonds are retired less than 90 days after newly issued bonds are sold, while advance refunding occurs when bonds are retired beyond a 90-day period after refunded bonds are sold. Different ways to realize savings and to cut interest and issuance costs are discussed.

Commercial Government Theory is the belief that a government’s investment into private equities will make it more efficient, more versatile, and more viable. It is the belief that when governments compete in jurisdictions they do not administer law to they will naturally seek profits like any other ordinary commercial party. Commercial Government Theory provides organization and structure when government ownership grows to proportions that rival personal ownership. Maintaining limits on government entitlements to invest in private equities ensures that residents are not exploited, businesses are not co-opted for other than financial gains, it preserves free markets, and it protects the political integrity of participating governments. Fears of government monopoly and exploitation must not stunt an opportunity to create, through further inquiry, debate, and refinement, a nation completely independent from taxes.

Commercial Government Theory asserts that the nation can be dissected into competitor jurisdictions and administrative jurisdictions in order to mitigate the possible conflicts and compromise normally associated with government investment and competition. Isolating jurisdictions into competitive units complements the adversarial multi-party political system and dividing government powers among different branches. Competitor jurisdictions are those jurisdictions where the asset owning governments can become fully involved in every aspect of commerce because they have little influence on legislation and enforcement governing commerce in that region. Administrative jurisdictions are those jurisdictions where the government administers law and any commercial involvement will be strictly regulated. Administrative jurisdictions are based on the pre-existing political boundaries established through municipal charters and state constitutions.

There are also several strategic advantages to government investment and competition. Governments will be able to provide a managed market economy without directly interfering with private wealth. In certain circumstances they can bend their newly acquired commercial interests to protect the economy during crises. In other circumstances they can use their assets to stimulate an economy or develop certain sectors or areas. It has all the advantages of a managed market without any of the adverse effects of overregulation and misappropriation. Disposable incomes for individuals or corporations can be adjusted by changes in tax rates or dividends, and credit markets can be adjusted by mandating cash reserves held in government Permanent Funds, artificial demand for securities or commodities can be created by changing risk allocation requirements, and higher governments can dictate the volume of money invested in domestic or foreign securities or bond markets.

The nation will have more influence in the global political arena when its constituent governments intertwine themselves within the corporate boards of banks and other financial institutions, technology and manufacturing companies, energy and utility companies, or defense contractors and emergency equipment suppliers. With control of corporate boards contracts can be funneled towards other resident owned businesses operating abroad. Strategic resources and technologies can be relocated or diverted into the vested nation’s economy. Business contacts and transaction are an incredible source of intelligence that agencies can gain access to and embargos will be much more effective at causing banks runs, high unemployment, and higher inflation, losses in securities markets, real estate, markets, and economic crisis in general. Accumulating public debt from a foreign nation can aid in negotiating United Nations and WorldBank Votes. Investment dollars can supplement humanitarian aid to help develop undercapitalized regions.
