The open forum allowed general discussions of concerns including violence, undefined and abnormal anxiety, inordinate amount of teasing of children with disabilities, a lack of concern for understanding the needs of disabled children, and large class sizes inhibiting attention to special academic needs. The frustration for most parents who spoke was caused by feeling the schools did not address their problems or concerns, Schedler observed.

In addition, the two memorials should be integrated into a grand national monument by the National Park Service, the Missouri Memorial Association and the United States Navy. The park service administers the Arizona Memorial; the Missouri association is a private, nonprofit group; and the Navy supports them both. A combined Arizona-Missouri memorial could be arranged with relative ease, even with bureaucratic obstacles to be overcome. It would begin with a revision of the movie shown at the Arizona visitor's center that depicts the Japanese surprise attack on Dec. 7, 1941. The narrative would move swiftly from that day through a summary of the war in the Pacific and end with the ceremony in which the Japanese surrendered aboard Missouri at anchor in Tokyo Bay on Sept. 2, 1945. Then visitors would be taken by a Navy shuttle boat, as now, across the harbor to the graceful white bridge spanning the sunken Arizona. After that, they would again board the shuttle boat to go directly to Missouri. When that tour was finished, the shuttle boat would return to the visitor's center. This journey would eliminate the present cumbersome bus ride from the visitor's center around to Ford Island.

Deaf from birth, Blake is one of 6,000 individuals who have received implants since they became available in the late 1980s. Like many nine-year-olds, Blake likes to ride his bike and play basketball with friends. Slowly, Blake is learning to use the implants to understand speech. His parents, Karen and Brad Werner, explain that a cochlear implant is akin to having a "piano in your head." The digital sounds produced by the implant are interpreted by the brain. Cochlear implants work by stimulating electrodes implanted in the ear; the electrodes reintroduce signals carried by auditory nerve fibers to the brain. But the device doesn't restore normal hearing.

Extractions: Dear Editor: Observers who track progressive developments in education, social welfare, human services and related areas rank Missouri low compared to most other states. This is certainly true in regard to special education services for students with disabilities and special needs in public schools in grades K through 12. Even though students with disabilities and special needs comprise almost 15 percent of the total student population in Missouri, the federal and state funding available for programs to meet these needs amounts to a little over 5 percent of the total education budget. The reasons for the disparity between the needs and the resources to meet them are many and complex. There is, however, one federal and one state policy that provides some explanation for the situation. Missouri and other states have agreed to enter into a contract with the federal government to carry out the Individuals with Disabilities Education Act requiring that schools provide some "educational benefits" for students with disabilities. In practice this means that minimal effort and minimal educational goals are often set for students with special needs. But Missouri has a state law with a standard higher than the federal one. The Missouri standard requires that schools design plans which are geared to maximize educational opportunities and benefits for children with learning disabilities and special education needs. Although it may be a contentious conclusion, it is believed that many school districts and teachers in Missouri, who already have excessive demands on their time and expertise, provide only minimal rather than maximum opportunities and benefits for these students.
