In this study of the Río Sonora region of northern Mexico, where ranchers own anywhere from several hundred to tens of thousands of acres, Eric Perramond evaluates management techniques, labor expenditures, gender roles, and decision-making on private ranches of varying size. By examining the economic and ecological dimensions of daily decisions made on and off the ranch he shows that, contrary to prevailing notions, ranchers rarely collude as a class unless land titles are at issue, and that their decision-making is as varied as the landscapes they oversee.

Through first-hand observation, field measurements, and intimate ethnographies, Perramond sheds light on a complex set of decisions made, avoided, and confronted by these land managers and their families. He particularly shows that ranching has endured because of its extended kinship network, its reliance on all household members, and its close ties to local politics.

Perramond follows ranchers caught between debt, drought, and declining returns to demonstrate the novel approaches they have developed to adapt to changing economies and ecologies alike—such as strategically marketing the ranches for wild-game hunting or establishing small businesses that subsidize their lifestyles and livelihoods. Description:
The objective of study was to explore short-term trends of processes that determine land-use change in Sierra Norte of Oaxaca (SNO), Mexico. Land use and land cover changes (LULCC) were estimated in a complex mosaic of vegetation in the SNO from 1980 to 2000, and projected them to 2020 through a Markovian model. SNO is highly vulnerable to climatic change according to a 2050 GCM scenario. However, 3% annual rate of tropical and temperate forest deforestation from agriculture and livestock encroachment, suggest the threat from land-use change is higher than that from climatic change for this study site. Productive land-use strategies are needed to reduce such high deforestation rates for tropical regions. Controlling deforestation would also reduce short-term effects of CO"2 emissions to the atmosphere. Because of the necessity to evaluate anthropogenic ecosystem changes, it is imperative to separate short-term influences such as deforestation, from long-term influences such as climatic change. ... From the author: Air pollution in the Valley of Mexico results from the interaction of a rapidly growing urban population with a problematic geographical setting. Use of fossil fuels in an elevated, tropical, mountain-rimmed basin generates pollution levels that exceed recommended standards. Control strategies include driving bans, expansion of public transportation, use of alternative fuels, factory closures, and industrial relocations. These strategies generally do not consider geographical variables.

For dozens of developing countries, the financial upheavals of the 1980s have set back economic development by a decade or more. Poverty in those countries has intensified as they struggle under the burden of an enormous external debt. In 1988, more than six years after the onset of the crisis, almost all the debtor countries were still unable to borrow in the international capital markets on normal terms. Moreover, the world financial system has been disrupted by the prospect of widespread defaults on those debts. Because of the urgency of the present crisis, and because similar crises have recurred intermittently for at least 175 years, it is important to understand the fundamental features of the international macroeconomy and global financial markets that have contributed to this repeated instability.

This project on developing country debt, undertaken by the National Bureau of Economic Research, provides a detailed analysis of the ongoing developing country debt crisis. The project focuses on the middle-income developing countries, particularly those in Latin America and East Asia, although many lessons of the study should apply as well to other, poorer debtor countries. The project analyzes the crisis from two perspectives, that of the international financial system as a whole (volume 1) and that of individual debtor countries (volumes 2 and 3).

This second volume contains lengthy and detailed case studies of four Latin American nations—Argentina, Bolivia, Brazil, and Mexico—providing a wealth of comparative data and new statistics on the general economic development of each nation. The authors explore the various factors that contributed to the debt crisis in each country and analyze how the crisis was managed once it had taken hold. Trenchant economic analyses are enchanced by assessments of the stark political realities behind the policy choices facing each nation.
