In December 1991, an ex-communist reformer, Mircea Snegur, ran an unopposed election for the presidency. On March 2, 1992, the country achieved formal recognition as an independent state at the United Nations. The Soviet system was falling apart quickly, and Moldovan leadership decided to rely on itself to bring the breakaway Transnistria back under its control. In April 1992, the Parliament formed a Ministry of Defense, and Moldova began to organize its own armed forces. In 1992, Moldova became involved in a brief conflict against local insurgents in Transnistria, who were aided by locally stationed Russian armed forces and Don Cossacks, which resulted in the failure of Moldova to regain control over the breakaway republic. A ceasefire for this war was negotiated by presidents Mircea Snegur and Boris Yeltsin in July 1992. A demarcation line was to be maintained by a tripartite peacekeeping force (composed of Moldovan, Russian, and Transnistrian forces), and Moscow agreed to withdraw its 14th Army in parallel with finding a permanent solution for Transnistrian conflict. Also, Transnistria would have a special status within Moldova and would have the right to secede if Moldova changed its statehood, for instance by uniting with Romania. However, in subsequent talks the Transnistrian authorities declined this offer, setting course for continued independence instead. As of 2009, this conflict remains unresoved. Excerpt: Sfatul rii was in 1917-1918 the National Assembly (parliament) of the Governorate (guberniya, province) of Bessarabia of the disintegrating Russian Empire, which proclaimed the independent Moldavian Democratic Republic in December 1917, and then union with Romania in April (according to the old style, March) 1918. In August 1914, the First World War started, and 300,000 Bessarabians were mobilized and enrolled in the army of the Russian Empire, the majority in the immediate wake of Russian defeat under Warsaw, when Russian authorities felt desperate. By March 1917, the military actions on the Eastern Front have come to stalemate. Gatherings, meetings, manifestations, conferences of soldiers in the rear of the front line dominated. Many called for a Republic (the Tsar has abdicated in March 1917, but the Russian Provisional Government that took its place has proclaimed the Empire a Republic only in September 1917), and most importantly they wanted social and economic changes, such as annulment of the privileges of the nobility, and an agrarian reform that would give the peasants the land they worked on. Despite the bad situation, the Army of the Russian Empire did not disband. Soldiers continued to form units, but often officers were replaced by new, elected ones, they continued to be stationed as before and would not move without the consent of the general command. The soldiers also started making political claims, such as land reform, a stop to the hinders of using the national language in administration and courts, as well as education and church services in the national language.
