Excerpt: The North Carolina Film Office, originally called the "North Carolina Film Commission," is a member of the Association of Film Commissioners International. Founded in 1980 by Governor James B. Hunt, the office was commissioned to help facilitate and provide a base of operation for North Carolina's burgeoning film industry. Governor Hunt appointed William "Bill" Arnold to lead the office. In 1984, producer Dino De Laurentiis created De Laurentiis Entertainment Group. He built and based a studio complex (now EUE/Screen Gems ) in Wilmington, North Carolina. The area quickly became one of the busiest production centers for film and television east of Hollywood. The North Carolina Film Office was created during a time when new technology, audience demand for location authenticity, and Hollywoods need for lower production costs were driving filmmakers to search distant sites throughout the United States for fresh places to make movies. With Bill Arnold leading, the North Carolina Film Commission witnessed a dramatic increase in production during the 1980s and the 1990s. Notable films during this time include: The Color Purple (1985) , Dirty Dancing (1987) , Bull Durham (1988) , Days of Thunder (1990) , Sleeping with the Enemy (1991) , Last of the Mohicans (1992) , The Fugitve (1993) , and The Crow (1994) . In 1998 Wilmington, NC became the home of the WB's critically acclaimed television network series Dawson's Creek. The series remained in Wilmington until 2003 when it was cancelled and replaced with One Tree Hill--a series on The CW Television Network that still calls North Carolina "home." From the supplier: The North Carolina Local Government Budget Assn, the University of North Carolina's Institute of Government and a number of states, cities and counties launched the North Carolina Local Government Measurement project to develop a model for assessing and measuring municipal and local performance and costs. Excerpt: Clarence Everett Lightner (August 15, 1921 July 8, 2002) was the first popularly elected Mayor of Raleigh, North Carolina and the first African American elected mayor of a metropolitan (defined as having a population of 50,000 or more) Southern city. Lightner, a Democrat, was also the first and to date only black mayor of Raleigh, serving in office from 1973 to 1975. His mayoral election gained national attention since only 16% of registered voters in Raleigh were black, and it was unique for a white-majority city to elect a black candidate for mayor. Even more surprising to some was the fact his race was rarely mentioned in the campaign. Lightner came of age in an era when most blacks in the South were still disfranchised, was elected to the City Council two years after passage of the Voting Rights Act, and was elected mayor six years later. Lightner was a man of "dignity and perseverance", who brought people together when he entered public political life, as he had for years in his community work. In a 1976 book on Southern politics, authors Jack Bass and Walter DeVries wrote "Perhaps no political campaign better reflected changing attitudes on race than the 1973 mayor's race in Raleigh, in which black City Councilman Clarence Lightner won support from a coalition of white suburbanites concerned about urban and suburban sprawl."
