In addition, it will raise needed revenues for the state. If we raised the tobacco tax by $1 per pack, estimates say it would prevent over 28,000 students from ever beginning to smoke. If these students began smoking, one-third of them would die prematurely as a result of smoking. A proposal to place the tax on tobacco as a percentage of wholesale price of tobacco products (cigarettes, cigars, smokeless tobacco, etc.) rather than placing the tax on a fixed cents per pack of cigarettes is gaining support. This is practically the same bill which, two years ago, was put before the labor committee and there declared unconstitutional and refused presentation to the house unless substantial amendments in the clause pertaining to hours were made. The present bill, now become law, retains the provision that children under the age of fourteen shall not be employed, and that children under the age of sixteen shall not be engaged in employment where physical or moral safety is likely to be endangered; it provides also for these important changes and additions: 1. An eight-hour day for girls under eighteen and boys under sixteen years of age, limiting the weekly total to forty-eight hours and permitting no work to begin earlier than seven o'clock in the morning or to end later than six o'clock in the evening. 2. The addition of cigar manufacture to the list of dangerous trades and occupations forbidden to boys and girls under sixteen years of age.

When riots erupted in the Los Angeles neighborhood of Watts in August 1965, the presidents of eight Ohio school boards gathered at a Toledo elementary school to discuss their fears that violence could break out in their own communities. Realizing their common concerns about racial tensions, crime, and poverty, the group decided to start meeting several times a year. The members called themselves the Large-City Commission. "They said they would do the best they could, but the burden was shoved back on us."

Governing Bodies Ohio has a coordinated system of governance, i.e., a decentralized public higher education system, since duties and responsibilities are shared as defined by state statute. Three state agencies play a role in the policy making and financing of higher education in Ohio: the Ohio General Assembly the Ohio Board of Regents ; and the Boards of Trustees at each institution. Chapter 3333 of the Ohio Revised Code delineates the responsibilities and the authority given to the Ohio Board of Regents. Subsequent chapters specify the creation and authority of each of the state universities as well as the colleges of medicine, community colleges, and technical colleges and give statutory authority for other education-related particulars. Role of the Governor The Governor has the statutory responsibility to appoint the members of the Ohio Board of Regents and of the institutional Boards of Trustees with the advice and consent of the Ohio Senate. The nine members serving on the Ohio Board of Regents are appointed in classes of three every three years for nine-year terms. Appointments will be made in 1999, 2002, 2005, and so on. Nine years is one year more than the maximum number of years a person can be governor; this system provides a check against any desire of a governor to "stack" the Board. A regent who has served a full nine-year term is not eligible for reappointment.

Cartwright has earned a place among the most highly respected voices in higher education. She became Kent State University's 10th president and the first woman president of a state university in Ohio in March 1991. Previously, she was vice chancellor for Academic Affairs at the University of California at Davis and dean for undergraduate programs and vice provost at The Pennsylvania State University. Cartwright oversees one of the nation's largest university systems and an annual budget of more than $385 million. Kent State's eight campuses serve about 34,000 students from throughout Ohio and the nation, and from nearly 90 countries. One of the largest employers in Northeast Ohio, the university employs more than 4,300 full- and part-time faculty and staff. As part of Kent State's commitment to regional development, Cartwright served as president of the Akron Roundtable Board of Trustees. She is a member of the Akron Regional Development Board, Greater Cleveland Roundtable, Cleveland Urban League and the Northeast Ohio Council on Higher Education. Cartwright also serves on the boards of directors of four companies with headquarters in Northeast Ohio: KeyCorp and PolyOne Corporation of Cleveland, FirstEnergy Corp. of Akron and The Davey Tree Expert Company of Kent. He entered Ohio State's doctoral program in educational administration and spent substantial time as a student intern in The Evaluation Center. Among other things, he wrote one of the first manuals for guiding school district evaluation. An incredibly bright and effective young administrator, Dr. Adams went on to become a distinguished superintendent in Gross Pointe, Michigan; Raleigh, North Carolina; Indianapolis, Indiana; and Fort Myers, Florida. Dr. Gwyn Angus Gwyn "Bud" Angus entered Ohio State with a background in tool and die making. While finishing his Ph.D. in educational research, he worked at The Evaluation Center and provided excellent leadership to some of the Center's projects. He exemplified the importance of doing goal-free evaluation to identify unintended but significant impacts. During his work at the Center he learned and applied the CIPP evaluation model. After graduating from OSU, Dr. Angus applied his knowledge of evaluation with the emerging technology of computer assisted design (CAD) to applications in research and development.
