The leadership for the initiative to change education now comes mostly from outsiders, primarily politicians. In their quest for accountability, governors, legislators, and politicized boards of education are reinforcing the very practices that for decades progressive reformers sought to change. Sometimes this retreat to tradition is the unforeseen consequence of naïve policies, but all too frequently especially here in our own state it is intentional; a disturbing number of officials seem to think the main problems of schools are lack of standards and educators' pursuit of untested fads. The remedies they embrace more detailed curriculums, more difficult tests, negative "incentives" to punish low-scoring students and schools leave unquestioned the institutional framework inherited from earlier generations. Ironically, the goal of these prescriptions is not minor improvement but revolutionary reform. Whereas a few decades ago, schools sought to provide for individual differences and accepted varied levels of achievement, today's mantra is "all students can learn." In keeping with this theme, many jurisdictions have decreed that all students will master algebra. Proficiency levels on tests, including those for the National Assessment of Educational Progress, have been set at levels much higher than past performance would justify. All students, even those with identified disabilities, must take state tests and meet challenging standards. Under optimal conditions these aspirations could represent an exciting professional challenge. When resources and capabilities remain the same or in Oregon's case, diminished such demands are profoundly frustrating.

Major legislative initiatives passed over a decade ago remain driving forces in the state's effort to develop a standards-based education system and provided the framework for school-to-work implementation. As one of the original STW states, Oregon has a strong infrastructure in 15 regions that administer the initiative in cooperation with school districts, community colleges, state agencies and employers. Current efforts are focused on sustaining the practices of school-to-work that support overall systems reform, such as contextual learning and building stronger linkages between school-based and work-based experiences, now that original federal funding has ended. Primary challenges include engaging more small companies, providing them quality technical support and helping businesses view such investments as part of their overall business development plans. Worksite 21, an initiative of the Oregon Business Council, has developed a variety of products and services to help employers develop and maintain quality partnerships with education. Context Oregon's population is growing, diversifying and urbanizing. Since the mid-1980s, Oregon's growth rate has been double that of the nation as a whole due primarily to the in-migration of people seeking a better quality of life, with over half of recent migrants being well-educated Californians. Hispanics, Asians and Pacific Islanders are Oregon's largest minority groups, although they still constitute a small portion of the population. Growth has been concentrated along the Western valleys. However, strong economic and population growth are also occurring in some parts of Central and Eastern Oregon.

He is Associate Director of the National Center to Improve the Tools of Educators (NCITE), a project engaged in the design of high quality educational tools. Dr. Kame'enui has published more than 80 research and issue journal articles, authored or co-authored 10 textbooks and over 25 book chapters on the topics of the reading, remediation of learning disabilities, and the instruction of diverse learners. He currently serves on ten editorial boards including Reading Research Quarterly, Journal of Special Education, and Scientific Study of Reading. He served on the Committee on the Prevention of Reading Difficulties in Young Children for the National Research Council (operating agency for the National Academy of Sciences) and on the Advisory Boards of "Between the Lions," International Dyslexia Association, The Reading Rocket Project, and the American Initiative on Reading and Writing sponsored by the U.S. Department of Education. Deborah C. Simmons, Ph.D., is an Associate Professor, the Associate Director of the Institute for the Development of Educational Achievement (IDEA), and a Research Associate for the National Center To Improve the Tools of Educators (NCITE) in the Department of Special Education, College of Education, University of Oregon. She completed her doctoral work at Purdue University and prior to joining the faculty at Oregon taught at Bowling Green State University and Vanderbilt University where she served as a Kennedy Center Investigator.
