International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. We conclude that decentralization may offer empowering results when upper-level policies and political networks tie into sufficiently organized institutions at the local level. ... Read more

Deforestation and forest degradation are the most important land use change processes in the Philippines. These processes are an important threat to the highly rated biodiversity of the country. Only a small fraction of the natural forest that once covered the country remains. In spite of different policies that aim to reduce logging recent commercial deforestation, illegal logging and agricultural expansion pose an important threat to the remaining forest areas. In this paper we discuss the role of (land use) modeling approaches for assessing the threats and trade-offs of protecting the designated nature areas. At the national level different scenarios of land use change and implementation of the protected area policy are evaluated and discussed based on a spatially explicit land use allocation model. For one of the main national parks, the Northern Sierra Madre Nature Park, a detailed analysis is presented based on in-depth knowledge of the region. The two modeling approaches discussed in this paper aim at different scales and provide complementary types of information to support the planning and management of nature conservation strategies. The combination of land use change analysis at different scales respects the hierarchical organization of the land use system and addresses different levels of protected area management. The results indicate that land use change models are useful tools to inform protected area management as long as the selection of the model approach is based on the research and policy questions at the appropriate scale. ... Documentary evidence for the demographic impact of Spanish conquest and colonial rule in the Philippines suggests that the pre-Spanish population was about 1.5 million. This is higher than previous estimates and implies that the decline in the early colonial period was greater than often supposed. However, the decline was lower than that associated with Spanish conquest in the Americas. The more moderate impact of Old World diseases in the Philippines cannot be attributed to immunity that Filipinos had acquired through contacts with Asia in pre-Spanish times, but to the low population density and difficult communications between and within the islands that impeded their spread. Despite new colonial policies aimed at the more peaceful acquisition of new territories, conquest in the Philippines was accompanied by considerable bloodshed. However, in the longer term the impact of colonial rule was moderated by the limited Spanish presence that resulted from the remoteness of the islands from Spain and the limited opportunities there for wealth creation, notably in the form of precious minerals. ...
