This report, "Public Service Broadcasting: Short-term Crisis, Long-term Future? (HL 61)", responds to the current crisis in public service broadcasting, particularly in the advertiser-funded television sector. This has been caused by three factors: the move from analogue to digital broadcasting means that established forms of support are losing value; viewers are increasingly taking advantage of technological developments that provide alternatives to conventional broadcasting, such as the internet and the many commercial channels; and, the speed and severity of the current economic recession. The Committee believes that the commercially-funded public broadcasters - ITV, Channel Four, Five and BSkyB - should continue to provide an alternative to the BBC, which should not become an even more dominant provider of public service programming. Other conclusions and recommendations made by the Committee include the following. Market forces will not resolve the crisis and intervention is justified to ensure sufficient public service provision that the market will nor provide free for the public.There is a need for financial clarity on the financial position of all the public service broadcasters, and Channel Four's position should be independently reviewed. A partnership between Channel 4 and BBC Worldwide, rather than a full merger, would be a quicker means of making extra resources available to Channel 4. The BBC's other partnership proposals are welcomed. An element of contestable funding should be introduced, with such funding to come from: the underspend on the digital switchover; continuance of funding from the licence fee after 2012 when the switchover programme ends; and, the use of at least part of analogue spectrum revenue after 2012. Excerpt: The Public Broadcasting Service (PBS) is an American non-profit public broadcasting television service with 354 member TV stations in the United States which hold collective ownership. However, its operations are largely funded by the Corporation for Public Broadcasting. Its headquarters are in Arlington, Virginia. PBS is the most prominent provider of programming to U.S. public television stations, distributing series such as PBS NewsHour, Masterpiece, and Frontline. Since the mid-2000s, Roper polls commissioned by PBS have consistently placed the service as America's most trusted national institution. However, PBS is not responsible for all programming carried on public TV stations; in fact, stations usually receive a large portion of their content (including most pledge drive specials) from third-party sources, such as American Public Television, NETA, and independent producers. This distinction is a frequent source of viewer confusion. PBS also has a subsidiary called National Datacast (NDI), which offers datacasting services via member stations. From the supplier: The managers of two public radio stations in Columbia, MO, have been engaged in a word war in the press since early Sep. 1996. Mike Dunn of KBIA and Steve Spencer of KOPN have been accusing each other of imitating the other's radio station's programming format in a bid to expand listener base. The result of the feud has been bad public relations for their radio stations. They have only angered listeners at a time when government funding of public radio is waning.
