Excerpt: Legislative elections were held in the Russian Federation on December 12, 1993. At stake were the 450 seats in the State Duma (Gosudarstvennaya Duma), the lower house of the Federal Assembly of Russia (The legislature). The new election law adopted for the 1993 Duma election stipulated half the 450 Duma members were elected by a party-list system of proportional representation, and half were elected as individual representatives from single-member districts. Every Russian voter thus received two different ballots. The proportional representation ballot compelled each voter to endorse an electoral organization or vote against all of them. By contrast, the single-member district ballot required a voter to endorse an individual, whose party affiliation, if any, could not be given on the ballot. In order to nominate a list of candidates in the proportional representation ballot, a party or electoral organization had to gather 100,000 signatures from the electorate, of which no more than 15 per cent could be from any one region or republic. The method used to calculate the number of seats won by each party was the Hare method, with a threshold of 5.0 per cent of the valid vote, including votes cast against all, but excluding invalid ballots. To secure a place on a single-member district ballot, candidates had to gather the signatures of at least 1.0 percent of the constituency electorate. Excerpt:The Danish Maastricht Treaty referendum of 1993 was a referendum on whether Denmark should ratify the Maastricht Treaty which had already been rejected by the Danish people in a 1992 referendum. The referendum took place on May 18, 1993, with 56.7 % voting for the ratification and 43.3 % voting against, from an 86.5 % voter turnout. It was the second attempt to ratify the Maastricht Treaty, which could not come into effect unless ratified by all members of the European Union . Thus, the Edinburgh Agreement granted Denmark four exceptions from the Maastricht Treaty, leading to its eventual ratification. Excerpt:Dmitry Petrovich Buturlin (Russian : ) (11 May 1790 21 October 1849) was a Russian general and military historian from an old noble family of Ratshid stock. He was admitted into the Governing Senate in May 1833 and into the State Council of Imperial Russia in December 1840. He took part in many campaigns of the Napoleonic Wars as aide-de-camp to Prince Pyotr Mikhailovich Volkonsky and Alexander I of Russia . In 1823 he went to France to help suppress the Spanish Revolution of 1820 and distinguished himself in the Battle of Trocadero . He retired after the Russo-Turkish War (1828 1829) with the rank of Major General , but was recalled to active service on the occasion of the Hungarian Revolt of 1848 . After giving up his military career, Buturlin was appointed Director of the Imperial Public Library in 1843. Buturlin's obscurantist views led him to demand from Czar Nicholas I of Russia an all-pervasive system of censorship . During the last year of his life he headed the Buturlin Committee, a secret super-censorship organ that supervised all regular censors. The Committee was disbanded early in the reign of Alexander II of Russia . As a historian Buturlin described in detail the major wars of Catherine II 's reign and the Patriotic War of 1812 . Many of his works are in French. He viewed Alexander I as the true saviour of Russia and ranked the Battle of Borodino among Kutuzov 's mistakes.
