IETC reports that as of 1999 IETC, since 1994, has undertaken activities that have reached almost 98 per cent of the total number of developing countries and countries with economies in transition. The only countries where our information materials and services have not reached are those that are unreachable because of war, conflicts and other hazards that bar normal postal services and communications: for example, Afghanistan, Angola, Sierra Leone and a few others. IETC's global research projects have produced a series of publications, i.e., an International Sourcebooks on Environmentally Sound Technologies for Municipal Solid Waste Management in 1996; Regional Sourcebooks on Alternative Technologies for Freshwater Augmentation in 1995-1997, which covered in separate volumes the regions of Africa, Asia, Central and Eastern Europe, and Latin America and the Caribbean; and a book on the Planning and Management of Lakes and Reservoirs in 1999.

A rapidly growing population (the largest in the Arab world), limited arable land, and dependence on the Nile all continue to overtax resources and stress society. The government has struggled to ready the economy for the new millennium through economic reform and massive investment in communications and physical infrastructure. Economy Overview: Egypt improved its macroeconomic performance throughout most of the last decade by following IMF advice on fiscal, monetary, and structural reform policies. As a result, Cairo managed to tame inflation, slash budget deficits, and attract more foreign investment. In the past three years, however, the pace of reform has slackened, and excessive spending on national infrastructure projects has widened budget deficits again. Lower foreign exchange earnings since 1998 resulted in pressure on the Egyptian pound and periodic dollar shortages. Monetary pressures have increased since 11 September 2001 because of declines in tourism, Suez canal tolls, and exports, and Cairo has devalued the pound several times in the past year. The development of a gas export market is a major bright spot for future growth prospects.

Extractions: Hundreds of deaths and injuries of civilians were also reported during army operations in the east, which received much less international attention. As in the north, both security personnel stationed there and ex-militant paramilitary forces working alongside them were accused of extrajudicial killings, torture, and illegal and arbitrary detentions of persons suspected of LTTE links. In one of the few cases where official action was taken, on February 1 in Thambalagamam, Trincomalee district, officers from the Bharathipuram police post and local home guards reportedly arrested and killed eight young men in retaliation for an attack by the LTTE on police in the area the night before. Police arrested forty-two, thirty-nine of whom had been released on bail by mid-June. The LTTE was blamed for many deaths of noncombatants in 1998, in bombings, assassinations, and at least one public execution. On January 26, the Sri Lankan government banned the LTTE after blaming it for the truck bombing the Temple of the Tooth in Kandy, an important Buddhist shrine. The attack damaged the entrance to the temple and killed seventeen people. In three separate incidents in February, March, and August bombings attributed to the LTTE killed nearly fifty people and wounded more than 270. The LTTE continued to detain Tamils with dissenting viewpoints as political prisoners. In August LTTE forces in Kilinnochchi arrested four Tamil members of the Trotskyist Socialist Equality Party of Sri Lanka. Three were freed September 13 after almost a month and a half in captivity; a fourth was was released September 16 after being held for more than two weeks.

Already in the eigth century the Archbishop of Mainz, Hrabanaus Maurus, writes about an island called "Taprobane which abounds in precious stones and elephants". An eminent German scholar, Prof. Dr. Wilhelm Geiger (1856 - 1943), devoted his life to the studies of the language, the history and the culture of the Sinhalese people as well as to Pali and Buddhist research and contributed significantly to a better understanding between East and West. German philosopher Arthur Schopenhauer (1788 - 1860 ) paved the way for a deeper knowledge of Buddhism in Europe and Hermann Hesse´s (1877 - 1962 ) book "Siddharta" made Ceylon known all over Germany and Europe. Preceding the investors of the 20th century German merchants started to establish themselves in Ceylon around 1850. The name of Philipp Freudenberg (1876 - 1911) who was the first German consul in Ceylon, is still well remembered. After Sri Lanka´s independence in 1948 and with Germany having regained her sovereignty after World War II official relations began in 1953 and took a very positive turn.

Although there is some evidence that the island was inhabited since prehistoric times, it is believed that the advent of Vijaya, an Indian Prince, with his 700 followers in543 B.C. laid the foundation of the Sinhala race which constitutes the majority of the population of the country today. The next major event in the island's history was the arrival in 307 B.C. of the Buddha's disciple Mahinda, son of Emperor Asoka the Great of India, with the teachings of Lord Buddha. Compassion that the Buddha taught has influenced the way of life of the people over the centuries. The Sinhala royal line reigned supreme in unbroken succession for nearly 2,300 years. King Pandukabhaya who founded the city of Anuradhapura in the North Central part of Sri Lanka was the outstanding ruler of the ancient period. Anuradhapura later became the political capital of the country for nearly 1,000 years. This city was also the spiritual home of Buddhism for nearly 2,300 years.
