Excerpt: The Old Parliament Building, is the building that houses the Presidential Secretariat of Sri Lanka. Situated in the Colombo fort facing the sea, it is in close proximity to the President's House, Colombo. The building houses the island's legislature for 53 till the New Parliament Complex was opened at Sri Jayawardenepura in 1983. It is next to the General Treasury Building. The Neo-Baroque-style building was build in during the British colonial era to house the Legislative Council of Ceylon. It was built on an idea of Sir Henry McCallum, which lead to a proposal made by a committee to construct the new building for the Secretariat, Council Chamber and Government offices on reclaimed land at the northern end of Galle Face' were accepted by the Government in 1920. The chief architect of the Public Works Department, A. Woodson was responsible for the design of the building. The initial estimate of Rs 400,000 for the scheme was later revised by the Public Works Advisory Board to Rs 450,000, taking into account the extra expenses involved. The building was opened on January 29, 1930 by Governor Sir Herbert Stanley, as the an year later it was taken over by the State Council of Ceylon with its establishment. The State Council here till 1947, when the House of Representatives was formed with the on set of self rule. Following the formation of the republic line 1972 the National State Assembly met here till it was renamed as the Parliament of Sri Lanka in 1977. Excerpt: Local government elections were held in Sri Lanka on 29 January 1998 for 17 local councils on the Jaffna peninsula, in the north of the country. They were the first local elections held in the peninsula since 1983. The Sri Lankan government suspended local government in the north-east of the country in 1983 using Emergency Regulations. In March 1994 elections were held in the east and in Vavuniya in the north. However, elections weren't held in other areas of the north, including the Jaffna peninsula, because most of these areas were at that time controlled by the rebel Tamil Tigers. In August 1995 the Sri Lankan Military launched an offensive to recapture the Jaffna peninsula. By December 1995 the military had captured most of the Valikamam region of the peninsula, including the city of Jaffna. By 16 May 1996 the military had recaptured the entire peninsula. In late 1996 the government announced elections would be held for 23 local bodies in Jaffna District, Kilinochchi District, Mannar District and Vavuniya District but following opposition from Tamil political parties postponed them. On 3 December 1997 the government announced that elections would be held for the 17 local bodies on the Jaffna peninsula. Elections were held on 29 January 1998. The normal life term of Sri Lankan local government bodies is four years. The life term of the above 17 local gcouncils expired in February 2002 but the central government extended this by another year, as the law allows. This book analyses the case of Sri Lanka to adapt existing theories of post-war recovery to civil wars ending through the decisive military victory of one actor. The book recommends the institution of an interim period for initial socioeconomic and political reconstruction to precede a broader process of long-term holistic recovery. As a matter of fact, as the study of post-war recovery expanded greatly after the Cold War, it mainly focused on recovery after negotiated settlements, which represented the most common conclusion for conflicts in the last two decades. However, there is no reason to believe that this trend will continue indefinitely. Aftershocks from the December 26 earthquake continued to occur in the region through January 1 when a magnitude 6.5 earthquake occurred off the west coast of Northern Sumatra. On December 31, the USG pledged $350 million in relief and recovery assistance. On January 1, the Government of Japan pledged $500 million in disaster relief bringing the total amount of pledges from donor countries and the World Bank to an estimated $2 billion, according to U.N. sources. According to international media reports and national government sources on January 2, the estimated death toll from the December 26 earthquake and tsunamis is more than 140,000 people in South and Southeast Asia and East Africa. The U.N. continues to warn that the death toll may be as high as 150,000. In addition to the thousands of dead and missing, the World Health Organization (WHO) estimates that between 3 and 5 million people."
