BASREC (Baltic Sea Region Energy Cooperation) was established in 1999. It brings together the 11 countries around the Baltic Sea (Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, and Sweden) and the European Commission. BASREC offers a unique regional forum, in which policies and projects of regional and broader significance can be prepared and implemented. Five working groups within BASREC, for Bioenergy, Climate Change, Electricity, Energy Efficiency and Gas, were active in the period 2003-2005. These working groups quite well represent the priorities of regional energy cooperation in the Baltic Sea region. SEB'10 attracted papers on a range of renewable energy and sustainability related topics and in addition the conference explored two innovative themes:-

·         The application of intelligent sensing, control, optimisation and modelling techniques to sustainability

and

·         The technology of sustainable buildings. 

These techniques could ultimately be applied to the intelligent building

 

SEB’10 attracted about 100 submissions from around the world.  These were subjected to a two-stage blind peer-review process.  With the objective of producing a high quality conference, the best 30% of these were selected for presentation at the conference and publication in this volume of proceedings. 

 

The papers in this volume are grouped into the five themes under which they were presented: Building Sustainability, Sustainable Power Generation, Sustainable Energy Policy and Strategy, Energy Monitoring and Management and Solar Energy Technology. 

 

These proceedings form an interesting and informative collection of papers, useful as a resource for further research, and a valuable source of information for those interested in the subject.

Flywheel energy storage (FES) can have energy fed in the rotational mass of a flywheel, store it as kinetic energy, and release out upon demand. It is a significant and attractive manner for energy futures 'sustainable'. The key factors of FES technology, such as flywheel material, geometry, length and its support system were described, which directly influence the amount of energy storage and flywheel specific energy. It is very suitable to such applications that involve many charge-discharge cycles and little in the way of long-term storage applications including International Space Station (ISS), Low Earth Orbits (LEO), overall efficiency improvement and pulse power transfer for Hybrid Electric Vehicles (HEVs), Power Quality (PQ) events, and many stationary applications. Design margins, fault protection and containment were considered as three good approaches to solve safety issue. Vacuum enclosures or helium-air mixture gas condition were discussed for solution of windage energy loss.
