Kurgan-Tube is the third largest city in Tajikistan with the population of over 62,000 people. The Kurgan-Tube Public access site was established jointly with the IATP partner NGO Fidokor. The NGO Fidokor is the one organization that has the implementation of the direct goal supporting the social communities in the way of rendering assistance in different kinds of service to local NGOs, registered in Khatlon region, which seek for grants and funds to support and develop the social welfare of the Kurgan-Tube society. Differences over Tajikistan's national character (as Islamic or secular), regional mistrust (deepened by years of conflict), and the country's relations with other states, have kept divisions between the protagonists wide. Following Nuri's statement, Habib Sanginov, chairman of the NRC's military subcommittee, confirmed on 3 August that 4,275 opposition troops had been absorbed into Tajikistan's security and armed forces. Another 2,430 had returned to civilian life. The demobilization of armed opposition forces was a sticking point in the reconciliation process. The task was transforming the opposition movement from a military force into a purely political one. Sayyed Nuri's proclamation in June that "we will never allow the start of any military activities" was more than an exercise in public relations: only a speedy demobilization would enable the UTO to survive as a viable political alternative. THE SPECTER OF ISLAM Competing visions of Tajikistan's future place a seemingly insurmountable barrier on the path to peace. Among the NRC's recommended constitutional amendments to be decided in the September referendum is a provision allowing for the establishment of religious and ethnic political parties.
