Extractions: The purpose of this article is to explore the multifaceted and complex issue of standardized assessment and educational accountability and present results of an informal survey designed to explore the opinions of graduate students in a practitioner-based teacher preparation program regarding standards of learning and teacher training. The issues of appropriateness of SOL tests for at-risk learners and teacher feelings of efficacy following training were addressed in this survey. We feel the results yield useful information that will assist classroom teachers, teacher educators, and policy makers in their development of more effective training programs. In response to current teacher shortages, many schools are being forced to place unprepared individuals in classrooms on provisional licenses. Some alternative paths to teacher licensure may be appropriate to meet these challenges, however, not at the expense of professional standards and integrity. Many quick-fix strategies such as the practice of utilizing teachers in subjects areas in which they are not certified do not serve the best interests of students or teachers (Finding Good Teachers, 1999). Consequences of the imposition of these quick-fix strategies include high burnout rate and poor classroom discipline (Berliner, 2000). Most authorities agree there is a need to find a better solution to the teacher shortage than simply filling classrooms with people who are not properly trained to teach.

Extractions: Arlington Public Schools achieved an increase in the proportion of students passing the 2001-2002 Virginia Standards of Learning tests (SOLs) that school officials expect will result in 24 schools being fully accredited according to the 2007 standards. Dr. Robert Smith, Superintendent, said, "I am heartened by the fact that we have exceeded our original goal of 20 fully accredited schools, and instead, have 24. All of the 9 schools newly joining the group of fully-accredited schools, serve diverse populations represented by high proportions of students who receive lunch assistance and/or are second language learners." Smith continued, "We look forward to (and have set as a goal) adding three more schools to this group next year, and three the following year. This will fulfill the state standards for all of our schools a full two years before it is required by the state of Virginia." Arlington schools fully accredited include: Arlington Science Focus, Arlington Traditional, Ashlawn, Barcroft, Barrett, Campbell, Drew, Glebe, Henry, Hoffman-Boston, Jamestown, Key, Long Branch, McKinley, Nottingham, Oakridge, Taylor and Tuckahoe elementary schools; Jefferson, Swanson and Williamsburg middle schools; Washington-Lee and Yorktown high schools, and the Stratford Program. Schools that are accredited/meet state standards include: Abingdon, Carlin Springs and Randolph elementary schools; Gunston and Kenmore middle schools; and Wakefield High School. No Arlington schools have ever been accredited with warning.

Extractions: Back in December, I prefiled legislation that would have required that students who wished to attend Virginia's colleges and universities take- and pass- the Standards of Learning (SOLs) tests. Presently, most of Virginia's public high school students are required to take the tests in math, science, history, and English. And while the "cut" scores- scores that determine pass or fail- have been altered some, the SOLs remain a major factor in determining whether a Virginia student is promoted from one grade to another, receives remediation, and graduates from high school. The tests directly affect a Virginia school accreditation and ultimately may determine an individual teacher's evaluation. The controversy and discontent surrounding these tests certainly has not gone away since the first tests were administered five years ago. If anything, the tests have become a larger-than-life issue between the legislators and state officials who have determined that these standardized tests will be used almost exclusively to assess student success and the parents/educators who seek to use the tests in a more reasonable context.

What exactly are they? Essentially, these standards describe what Virginia public school students should learn in kindergarten through grade 12. Related to the Standards of Learning are the state Standards of Accreditation, which require state tests at the end of grades 3, 5, and 8 to assess how well students have learned the SOLs in math, English, science, and history. Students in grades 5 and 8 are also tested on their understanding of technology. High school students are required to take SOL tests at the end of certain courses in math, English, science, and history. Eventually, these end-of-course test results will determine if students can graduate. Like many other school districts in Virginia, the Alexandria City Public Schools has been making sure that its curriculum, or what students are being asked to learn, is the same as what the state requires. Alexandria's schools have always had high standards. Now however, the state requires a new curriculum measured by new tests. Like every other school system in Virginia, Alexandria's schools need time to adjust. As all of us - teachers, students, principals, and families - become more familiar with these state tests, scores will rise.

Extractions: Take SOL to the Community The Williamsburg/James City Education Association recently committed to helping parents help their children with the new Standards of Learning. More than 20 teachers and administrators were available to offer very specific help in numerous subjects at a supper meeting in mid February. The panel of experts that met prior to those small classes stressed that having high standards is good but in the words of dean of education at the College of William and Mary Dr. Virginia McLaughlin - "the danger is that we are over-attributing importance to the SOL scores." the Best They Can Be "We felt we could be helpful with such a forum," explains Maru Torchik, president of the Williamsburg/James City Education Association and one of the key organizers of a recent community forum on the Standards of Learning - including what they mean philosophically, where they came from and how parents can help their particular children. Teachers teaching parents February 16 was indeed an evening of teachers teaching - not children, but parents. Some 25 teachers and administrators volunteered to share their particular knowledge with parents. Topics included reinforcement of math skills, how to tell if a book is too difficult for your child, the expectations of special education students on these standardized tests.
