Extractions: Austin area students tour the 36th Infantry Division Gallery I n 1986, a project was started at Camp Mabry in Austin, Texas, to establish a museum and archival collection, dedicated to the men and women who served in the military forces of Texas. In 1987, a military historical holding was established, sanctioned by the United States Army Center of Military History. In 1990, the Adjutant General designated Building 6, constructed in 1918, as the site for the museum. Volunteers were assembled and work began to establish two exhibit galleries, a workshop and a secure vault. As a result of their labor and dedication, a formal opening was held November 14, 1992. The museum has been incorporated with a state charter and is established as a not for profit corporation with the IRS. The museum is a living testimonial to the legacy of the Texas military. With exhibits ranging from the Texas Revolution to Desert Storm, the museum is an important tool for informing citizens about the values and events that shape our modem world. Through the Texas Military Forces Museum, we remember those who sacrificed themselves for our freedom and make certain that their stories will not be forgotten. The museum had over 14,000 visitors in 1997, including presentations to over 1,400 school children. Visitors came from every state in the United States, schools and organizations, as well as from 28 foreign countries. Each gained a new awareness of Texas history and of the contributions made by Texans to the United States and to world history.

Extractions: Camp Mabry, named after Brigadier General Woodford H. Mabry, the Adjutant General of Texas from January 23, 1891 to May 4, 1898, is the headquarters of the State Military Forces. The original 90 acres, located on an elevated plain, overlooking the Colorado River about three miles northwest of the Capitol Building in Austin, was selected by a group of prominent citizens, businessmen, and Guardsmen. It was accepted by Governor J.S. Hogg on behalf of the state in 1892. The same citizen's committee raised and spent $25,000 for improvements, mess sheds and an attractive grand stand. The adjutant General's Department had the prerogative of naming the camp and the choice was given to the 59 companies of the State Militia. 51 out of 59 voted to name it Camp Mabry in honor of General Mabry. With the onset of World War I, the Texas National Guard, along with the Oklahoma National Guard, formed the 36th Infantry Division. The Division was federally mobilized for the war and Camp Mabry was used by the Army, as a school for mechanics. In November 1940, the 36th Division and the 56th Cavalry Brigade were mobilized for a year, the 36th going to Camp Bowie at Brownswood and the 56th going to Fort Bliss in El Paso. The report also indicates that only about 265 of those annual vacancies can be expected to be filled by recent graduates from the eight institutions within the state offering teacher education programs. In short, as you are undoubtedly aware, many of Montanas schools can expect to have a difficult time filling their available positions. Nationally, the situation is quite similar. The document " The Supply and Demand of Elementary and Secondary School Teachers in the United States ", an ERIC digest published in 1999, indicates that 2.2 million additional teachers will need to be hired nationally to keep pace with teacher retirements and the growth in student populations. The Troops-to-Teachers program, managed by the Defense Activity for Non-Traditional Support (DANTES) for the U.S. Department of Education, was initially established in 1993 to address force restructuring in the military by assisting retiring and separating active duty military personnel transition to new careers in public education. The military drawdown is over and the program has been redefined to address the actual and projected nationwide teacher shortage. The Troops-to-Teachers program persists not just because it continues to fill a need, but because it fills that need with an accomplished population that has added to the diversity and success of the teachers in the classroom.

APPROVAL OF MINUTES: The minutes of the October 5 meeting were approved as distributed. REPORT OF THE ACADEMIC STANDARDS COMMITTEE: Professor Syed Qasim presented two proposals which were both approved by the Assembly: (1) An increase in the TASP Reading score requirement for admission to UTA's teacher certification program from the current 230 to at least 270 which should increase the performance of our graduates on the state's teacher licensing examination (EXCET); and (2) A revision to the eligibility requirements for the Early Admission Program to include high school juniors and increase the minimum SAT score to 1000 (from 900) or ACT score to 21 (from 19). Carol Nobles, Director of Admissions, requested that the Early Admission Program revision not be effective until Fall of 2000, because high schools across the state are already advising their students using the current policy. President Witt said that the Office of Admissions will be notified well before the new requirements are implemented, but they may take place by the summer session.

Extractions: Minority Eighth Graders Scores Up But Need Help AUSTIN (AP)- Texas African-American and Hispanic fourth-grade students each ranked number one for their ethnic group in a state by state comparison of 2000 National Assessment of Educational Progress (NAEP) math scores released today by the National Center for Education Statistics. Texas white fourth-grade students tied for first place with Connecticut. Scores on the eighth-grade math exam for Texas students also rose and outpaced the national average. Four states and two groups of overseas schools for military dependants had higher scores than did Hispanics from Texas. African-American students in 10 states and the two groups of military schools had higher scores than the Texas students. White students in seven states had higher NAEP scores than did Texas students. We are extremely pleased with our students performances at the fourth grade. Each of our major ethnic groups turned in strong performances, which is a credit to the students, their teachers and their parents, said Commissioner of Education Jim Nelson. Texas made gains at the eighth grade, but these scores indicate that Governor Rick Perry and the Texas Legislature were correct to focus on math instruction in the middle grades by creating the math initiative program, he said.
