Extractions: Author/s: Glenn Petersen COLONIALISM AND EMPIRE, HOWEVER WE DEFINE THEM, ARE COMMONLY THOUGHT OF as phenomena entirely imposed upon Pacific Island peoples. Two exceptions are occasionally acknowledged, the so-called `empires' of Tonga and Yap. In this essay I seek to compare the Tonga and Yap empires. I do so in order to elucidate underlying similarities and differences, and to consider the question of whether they are appropriately for purposes of comparative historical and social studies deemed empires. Because empire and all the many terms and concepts related to it are historically imprecise, however, I seek to fit these Pacific cases into a broader comparative framework, rather than to define them rigorously. In each of these cases, we encounter the same questions regarding the extent to which island societies peripheral to some central or core place were integrated into an ongoing complex of interrelationships that not only involved the movement of goods that is, economic exchange but also entailed a range of social, cultural, and religious or ritual values that portrayed the population, or at least the leaders, of the central place as in some manner superordinate to the more remote island societies. In the case of Yap, this supposed dominion was over the long chain of low islands running east almost to Chuuk (Truk); in Tonga, it included parts of Fiji and Samoa and a number of adjacent smaller islands. Both cases, however, exhibit much that is common to most societies in the islands of the remote Pacific.

CONTENTS Introduction A brief history of the Tongan History Conference and Association Tongan History Association Newsletter Membership to the Tongan History Association ... 2003 THA Conference PACIFIC ISLANDS history has always had its devotees outside the Islands although for the greater part of the last two hundred years Western scholars have had to depend on the collections and translations of missionaries, expatriate officials and perceptive visitors rather than on firsthand accounts by Islanders themselves. While there is a considerable amount of vernacular material extant only a small proportion of this has been translated satisfactorily. Although historians and anthropologists have been working in this field throughout the twentieth century their positive contribution to Islands history has often been offset by their dependence on the writings and collections of the eighteenth and nineteenth centuries and their ignorance of alternative traditions and lack of critical expertise in the assessment of traditional material. Westerners are not alone in this. In the countries Christianised early, particularly within Polynesia, much of the traditional material survives in the written word rather than in the schooled memory of the traditional custodians of knowledge and much of that material has also been bowdlerised, sanitised, or otherwise changed by indigenous Christian and political censorship. Younger, more critical Pacific Islanders just do not have access to a comprehensive living tradition of their ancestral beliefs, especially in the controversial areas of religion and politics. They, too, are forced to stand outside the new culture of the last two hundred years and reassess their history and societal background. This is not an easy task as all too often one gets the impression that - for instance - there is a widespread belief that the present day faka Tonga or fa'a Samoa have not changed since time immemorial.

Pacific Youth Council tonga had a youth workers association, Tuvalu was working towards the formationof the the time was deemed right to form a Pacificbased regional Youth Co http://www.spc.org.nc/youth/PYC/history.htm
Extractions: HISTORICAL BACKGROUND The idea about the setting up of a Regional Youth Co-ordinating council for the Pacific Basin was initiated by the Fiji National Youth Council in 1975. The idea came into being after repeated resolutions by Pacific Island country representatives at various Pacific Islands Youth Conferences before and during 1979. The follow-up of the 1979 resolution was not hurriedly pursued. The idea was then temporarily shelved, due to the fact that not many countries in the Pacific who have already established National Youth Councils were strongly pressing the issue. An elaborate campaign was done to assist smaller island countries on the setting up of their National Co-ordinating networks. The campaign was backed up by the satelite links called "Peacesat" based at the various centres within the region convening regular satelite meetings and regular exchange of resource materials on the existing National Youth Councils to assist the intending countries. This campaign was co-ordinated by the Youth and Adult Education Unit of the South Pacific Commission. It took six years to finally realise the success. In 1985 about ten National Youth Councils was recorded to have been formed in New Zealand , Australia, Fiji, Papua New Guinea, Vanuatu, Solomon Island, Niue, Cook Islands, Western Samoa, and Tokelau Island. Tonga had a youth workers association, Tuvalu was working towards the formation of the Tuvalu National Youth Council and Kiribati had made attempts towards a Kiribati National Youth Forum. With the above country-based councils; the time was deemed right to form a Pacific-based Regional Youth Co-ordinating body to foster closer collaboration for youth.
