Most concise political history of Uganda available
This book is good for the student who wants a quick overview of Uganda history from 1960 to 1990.Mutibwa writes a good brief history of Ugandan colonial history and avoids political bias in his discussions of the governments of Milton Obote, Idi Amin and Yoweri Museveni.He draws upon unpublished material and his own experience in government plus a range of secondary material to provide the reader with a well-written and concise book.

Yet I do have some complaints about the book.First, while Mutibwa presents an astute analysis of political intrigue and debates in Kampala, he fails to give enough time to social history, especially to the vast majority of the Ugandan population that lives in rural areas.Second, he spends too little time on the economic history of Uganda, neglecting such important events as Amin's economic war in the '70s and Obote's structural adjustment program in the early '80s.Third, he fails to utilize the works of such Ugandan experts as EA Brett, HB Hansen, Kenneth Ingham Dan Mudoola and TV Sathyamurthy in his analyses.Finally, while no fault of Mutibwa, this book is now ten years old, making it unsuitable for the student interested in a history of the NRM.

The above reservations aside, however, this book is still a good read for the average reader.

Global Amin
Fascism is often portrayed as an error in history, born out of desperate conditions and a weak social fabric.Richard Rubenstein, in THE CUNNING OF HISTORY, cautions against reading the Nazi rise as a freak accident, and attempts to frame it as developing logically from the course of capitalism. Mahmood Mamdani cautions us against seeing fascism in Uganda as a result of the individual, Idi Amin.Instead, he sees Idi Amin himself as a product of the specific conditions of the country at the time, which arose from a specific historical context, colonialism.He argues that fascism was supported by a continuation of colonialist thought even after Independence, thus the title which associates imperialism and fascism.Mamdani writes a brief but extremely insightful analysis of the foreign influences which shaped Uganda from the perspective of dependency theory.He argues that Amin was a social, political, and economic phenomenon constructed not just by Uganda, but with the help of the British, the US, and the Soviet Union. ... An extended piece on the British colonial state mostly focused on the 1940s, arguably the most neglected decade in the study of Uganda's colonial history. The argument at its centre is that the Second World War exposed the central and abiding boundaries of British power; and laid bare the basic truth that the colonial state was inadequate and lacking in the necessary knowledge and imagination to adjust to the demands of the new global context. It further shows how the war transformed conditions of relative African co-operation and acquiescence, and British-Ugandan collaborative economic relationships. The author's thesis is that there is a line of continuity from the colonial state as exposed by the Second World War, to the notorious fragility of the Ugandan state after independence, to the present Museveni regime. He suggests that a useful perspective may be to consider how African society impacted on British rule - besides the usual consideration of the impact of colonialism - and that it may no longer be accurate to consider the colonial period as a historical discontinuity. The author draws further parallels between the similarities of the Ugandan regime of the 1950s and the Museveni governmemt, proposing that a better understanding of this period may shed light on the crux of the problems of present-day government in Uganda. 'Developing' Uganda?
Those familiar with H. B. Hansen and M. Twaddle's series of books dealing with Uganda's politics, economy, society and international relations will not be disappointed with 'Developing Uganda'. If you are not familiar with this series but have an academic or more practical interest in this key state in Eastern Africa then it will serve as an excellent, although indepth, introduction.

'Developing Uganda' is an edited volume with contributions from academics and policy makers based in Africa, Europe and the US. The content of the books' 20 chapters is very broad. It addresses a number of issues salient to contemporary Uganda from the power and influence of the World Bank/IMF and neoliberal reform, to new social movements and the role of NGOs, to issues of gender and AIDs.

However, those of a more progressive political persuasion may find the book a touch lacking. In fact, a previous book in the same series edited by Hansen and Twaddle, 'Changing Uganda' (1991), is far more inclusive of radical as well as establishment approaches and is, as a result, a more nuanced volume - although now a touch out of date. Nonetheless, within the text reviewed here the chapters by S. Dicklitch on NGOs, G. B. Tukahebwa on privatisation, I. Livingstone on industry, and V. Jamal on poverty are all excellent and insightful contributions.

Despite its faults, 'Developing Uganda' is definitely a recommended text. ... Read more
