From the supplier: Academic Linda Gordon believes that flaws in the Social Reform Act of 1935 have led to a divisive two-tier welfare system. One tier is made up of the politically popular Social Security program that provides many benefits to elderly Americans. The other tier, however, is composed principally of the controversial Aid to Families with Dependent Children program, which till this day is the subject of acrimonious debate.

From the supplier: Welfare expert Paula Roberts believes that the introduction of laws that make child support mandatory may provide a much-needed breakthrough in the campaign to break-up the welfare culture among low-income women with young children. According to Roberts, the impact of absent and nonsupportive fathers may be the most overlooked aspect of the welfare problem. In which case, child support enforcement would be the best way to refocus attention on the roles these fathers need to play in the rearing of their children.

From the supplier: Academic Nancy Fraser believes that the key to welfare reform should be the adoption of an approach that integrates the need to encourage caregiving with the objective of promoting steady employment among welfare recipients. Such an approach would stress the avoidance of 'free riding' and emphasize the need for low-income people to take greater responsibility for their upliftment from poverty.

From the supplier: There is a desperate need for welfare reform. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) reduces the welfare budget by $55 billion over the next six years. It should be noted that the Clinton administration pledged in 1994 to add another $10 billion to the US' welfare program. The welfare savings will come from cuts in the Food Stamp program, Supplemental Security Income and assistance to legal immigrants.

From the supplier: Academic Lynn Burbridge warns that well-meaning attempts at welfare reform may have serious repercussions on the lives of welfare recipients if they are not carefully studied. Burbridge notes that for all the criticisms of the US welfare system, the fact remains that it has successfully provided for many years a minimal level of financial security for people trapped in poverty. Should reform initiatives be introduced in a manner that does not take into consideration the gains made under the system, Burbridge says that the disruptions these reforms may cause may do more harm than good.

From the supplier: A reversion to the basic tenets and institutions of capitalism is believed to be behind welfare reform as provided for by the Personal Responsibility and Work Opportunity Reconciliation Act in 1996. The law demands welfare recipients to take greater responsibility for their own support by participating in workfare programs which requires public service in exchange of welfare benefits. It facilitates the market's denial of legitimacy to income generated outside of conventional market transactions.

From the supplier: Congresswoman Lynn Woolsey of New York state recalls her experience as a welfare recipient two decades back when she became a self-supporting mother of three. According to Woolsey, her acceptance of childcare and healthcare support then made a big difference in her life and gave her a measure of financial stability at a time she was facing a deep personal crisis. Woolsey notes that her experience as a welfare mother helped shape her convictions about the need to provide governmental assistance to all working mothers in need.

From the supplier: Minnesota's experience with coordinating tax credits and transfers intended to assist low-income people shows that integration of tax and welfare policy is necessary to provide efficient allocation of state and federal resources and to maximize incentives to work. An integrated system ensures that marginal tax rates and benefit reduction rates do not deter increased participation in labor markets. The Minnesota system provides strong tax credit incentives at very low income levels, but the marginal tax rate during the phase-out income range is quite high.
