THE BLACK MARKET, from MARSHALL B CLINARD, dated Feb 1952, at the
University of Wisconsin, is an extensive, comprehensive study of an
insider that doesn't hold back his own personal opinion concerning
the behavior of Americans within the framework of the Second World
War, during which price price controls and rationing were imposed on
consumers and businesses alike, to curtail the insidious effects of
inflation on the country's population and its ability to sustain the
Allied war efforts against the Axis countries (Germany, Italy,
Japan, etc.)

The upshot of the discussion, is that unless there is a moral,
ethical, spiritual, human bond between individuals comprising the
citizenry of the USA, the peril of the USA failing in the war is
more likely, and the extent of injury, death and pain so much
greater among its weaker and more vulnerable population strata.
"United we stand, divided we fall" is the key phrase here.

The author compares the needs of a country in wartime in matters of
gasoline, rubber, steel, meat, sugar and more with the violation
behavior of 1 in every 2 businesses in matters of ration coupons,
and participation in the black market, such as by selling off, at
premium prices, one or more of the controlled commodities to eager
buyers.

Every accounting trick in the book conceivable is used to defeat the
government's intentions of price controls, and commodity flowing
evenly and fairly to the needy population. Side payments in cash (
doing business of the books, obviously), watering down the various
food products (sausage, olive oil, canned fruit, fish, etc.) or
even, re-marketing and re-labeling a food item to avoid it coming
under price regulations is par for the course.

Astoundingly, there are no stool pigeons among the business class,
for bringing to justice the violators, but rather, a mutual
solidarity and cooperation in fostering the breach of the rationing
laws and regulations of the OPA (Office of Price Administration)
among those business is often seen.

Another fascinating conclusion, is that 99.9% of the perpetrators
are regular businessmen and women, and never any gangster elements,
contrary to what has been confirmed during the Prohibition Era
moonshiners, etc.

Clearly, the social norms, mores, spiritual and ethical values with
which people grow up with later determine their behavior in matters
of cooperation (or not) with the National Interest in wartime, as
opposed to merely seeking monetary gain at the expense of unethical,
illegal, business conduct.


As well, it's clear that the President of the USA's actions hinge
entirely on the probable and real public reaction of various
decisions. Thus, the greater the feeling of anarchy, immorality,
illegality and individuality among the population, the lesser the
vigor with which the President may act, or chose to impose certain
actions of greater or less significance in strengthening the war
efforts of the Nation its effectiveness and probabilities in
prevailing against the Axis countries, at the time, Germany.

The work is relevant, from the legal mechanisms and approaches that
are still used to this very day to limit damages and suspension
certain commercial acts that are contrary to the public interest,
which the author discusses.

In the final analysis, the reader is asked, in a certain way, to
reflect on whether it is human nature, to behave "business as usual"
in fact of grave, mortal dangers facing the country itself in
wartime. Is irresponsibility, lack of thought, lack of
self-sacrifice a key characteristic of human beings when very real,
immediate problems are on the horizon ? And what will it take to
