Provincial governor David Karimanzira said the government already had 104 farms available and landless blacks would be moved onto them before the start of the next agricultural season. Karimanzira was speaking after hundreds of villagers moved illegally onto four white-owned farms in his Mashonaland East province last week, complaining of delays in the government's promised land reforms, Reuters said. The squatters agreed to move off the land after intervention by a government delegation led by Lands and Agriculture Minister Kumbirai Kangai. President Robert Mugabe has said the government plans to take five million hectares from white farmers - 4,000 of whom own around 30 percent of the country's fertile land - for redistribution to some of the millions of blacks who live in overcrowded and barren communal areas. Last November nearly 1,500 farms were designated for acquisition, but farming sources say 600 of those have been de-listed for various reasons, Reuters reported. Karimanzira said 104 farms were already available because their owners had not contested the government's decision to take them.

Muluzi is among six southern African leaders due in Harare Monday for a two-day summit to push forward regional efforts to resolve Zimbabwe's political and economic crisis. The Malawian leader, who is chairman of the southern Africa Development Community (SADC) told reporters before leaving that he hoped the summit would also "find a lasting solution to the land problem." Zimbabwe's President Robert Mugabe on Sunday agreed in principle to a Commonwealth-brokered deal that would see Britain providing money for land reform in the former colony, on condition it ends politically-charged violence wracking the nation. Muluzi said Zimbabwe's problems, especially its run-down economy were affecting countries in the region. Zimbabwe's crippled economy is taking away a major market for regionally produced goods, as the price of imports to the country soar due to skyrocketing foreign currency rates on the parallel market. "We have to address them (Zimbabwe's problems) as SADC," Muluzi said.

The new measures, announced by Agriculture Minister Joseph Made, follow turmoil caused by Mugabe's decision nearly two years ago to endorse the seizure of hundreds of white-owned farms by his supporters, despite international condemnation. Made told a news conference the government would limit farms not earmarked for seizure to a maximum size of 2,000 hectares (4,940 acres), with the excess going to landless blacks. "The government has decided that every property that has not been gazetted for compulsory acquisition should immediately be sub-divided to comply with the maximum size regulations," he said. The size limits would range between 250 and 2,000 hectares, depending on the type of land, Made said.

At my request, the Zimbabwe High Commissioner to Australia was called in by the Department of Foreign Affairs and Trade last week. The main purpose of the meeting was to convey to the Zimbabwe Government the importance I placed on this issue. In 1965, upon independence from Britain, white Rhodesians seized control of the majority of fertile land within the country and forced blacks to use the poorer, arid, and unproductive ground. After minority rule ended in 1980 through the election of President Robert Gabriel Mugabe and the implementation of the Lancaster House Agreement , white landowners were granted ten years of protection from land distribution policies and reform. In addition, this agreement provided that land would not be seized without compensation. In 1990, after the government was no longer constrained by provisions of the Lancaster Agreement, the Constitution "Phase II" of land reform in Zimbabwe. These principles included respect for the legal process, transparency, poverty reduction, consistency and ensuring affordability for acquisition and allocation of land grants. Subsequent to these proceedings, however, the relationship between the Zimbabwean government and donor governments faced instability, and Zimbabwe accused these governments of attempting to maintain the colonial distribution of wealth.
