    Parliament House Estate comprises the Parliament House, Reception Office building and Parliament House Annexe, 36 Gurdwara Rakabganj Road, 23 Mahadev Road and the extensive lawns around it where ponds with fountains have been provided. Special floral decoration is done at important points in the building during sessions of Parliament as well as on other important occasions. By the very nature of things, Parliament House Estate as a whole and the Chambers of the two Houses in particular are subject to strict security precaution all round the year. The entire Parliament House Estate is enclosed by an ornamental red sand stone wall or iron grills with iron gates that can be closed when occasions demand. The approach roads which cut across the Parliament House Estate and form part of the Estate are not allowed to be used as public thoroughfares. Parliament House is one of the most magnificent buildings in New Delhi which has one of the brightest clusters of architectural gems possessed by any country in the world. Visitors to the capital invariably pay a visit to this building as the two Houses of Parliamentthe Lok Sabha (House of the People) and the Rajya Sabha (Council of States) are located within its walls. Construction of the Building The building was designed by two famous architects-Sir Edwin Lutyens and Sir Herbert Bakerwho were responsible for the planning and construction of New Delhi.

King Harold's father, Earl Godwin, had a house here and in the medieval period the Earls of Arundel had a hunting lodge on the site, surrounded by vast forests. The property passed by marriage to John, Lord Lumley, in the early 16th century. The house he built was mostly destroyed by Parliamentarian forces during the Civil War and in the 1680s the Lumleys built a new house of brick and stone under a hipped roof. The planting the Lumley family carried out on the estate forms the basis of the present park. In 1778 Stanstead Park was sold to Richard Barwell whose great wealth was made in India. He commissioned James Wyatt and Joseph Bonomi to remodel the house and 'Capability' Brown to landscape the park. The building was given a covering of stucco and porticoes were added.

    His initiation was simplistic. As he put it: "...experiments with a child’s paint-box led me the next morning to produce a complete outfit in oils." Unfamiliarity with technique could not lessen his determination; discipline—and lessons—would have to wait. Yet a sense of awe seemed to impose restraint. The novitiate was caught by the wife of Sir John Lavery (distinguished leader of the Glasgow school of painting) tentatively handling a small brush." Painting!" she exclaimed. "But what are you hesitating about? Let me have a brush—the big one." She showed him that a brush was a weapon to subdue a blank, intimidating canvas by firing paint at it to dazzling effect. Never again did he feel the slightest inhibition. Characteristically, Churchill’s first word of advice to budding artists was "audacity." He was a strong proponent of oils. Without intending any insult, he put "la peinture ‘a l’eau" in second place. Encouragement to persevere with his hobby stemmed from an amateur prize (his first) which he won for "Winter Sunshine, Chartwell," a bright reflection of his Kentish home. He sent five paintings to be exhibited in Paris in the 1920s. Four were sold for £30 each. Making money, it has been well established, was not the incentive, then or ever. Sheer delight accounted for Churchill’s devotion. For the Paris test of his ability he hid his identity under an assumed name: Charles Morin.

    L'étude des systèmes d'organisation et de l'économie de la radio-télévision constitue la forme d'approche de la télévision qui s'est le plus développée depuis les années 80. Soit dans des monographies nationales, soit dans des approches comparatives, on retrace les grandes évolutions des modes politiques et économiques d'organisation de la télévision. Cette histoire des systèmes d'organisation relève avant tout de l'histoire politique. A travers la diversité des systèmes existant dans le monde, une grande tendance s'est affirmée durant les années 80 : l'évolution vers des systèmes de concurrence croissante.
