When fans of the Canadian Football League discuss who were the greatest quarterbacks in the leagues' history, names such as Jackie Parker, Sam Etchevarry, Russ Jackson, Ron Lancaster, and Doug Flutie are among the elite players considered. However when fans debate who was the toughest man to ever play quarterback in the CFL there is one man who stands out above all. That man is Hall of Fame member, Joe Kapp.
Joe Kapp was born in Santa Fe, New Mexico in 1938. His family moved to California where he grew up and started his schooling in Salinas and graduated from William S. Hart High School in Newhall, California. He chose to attend the University of California, Berkeley, to play football under Pappy Waldorf and basketball under Pete Newell. In his senior year, Joe was the captain and quarterback of the 1958 Rose Bowl Team. He was the PCC rushing leader, running an early version of the split T wishbone offense. The Golden Bears were defeated in the Rose Bowl by a powerful University of Iowa team, 38-12. To this date they have never returned to the big show in Pasadena. Joe finished fifth in the voting for the Heisman Trophy and made the All-American Team. Joe was also a member of the Pete Newell '57,'58 PCC basketball champions and the Rose Bowl kept him off of the 1959 NCAA National champion team.

of the Journal Sentinel staff January 16,1996 A pro football team in Milwaukee? Joe Kapp says we're going to have one by September. He even has a name for it: the Milwaukee Hawks. All he needs is someone in Milwaukee willing to put up $15 million to finance the team over three years. Kapp, the former Minnesota Vikings quarterback, and Craig Morton, the former Dallas Cowboys, Denver Broncos and New York Giants quarterback, announced plans Tuesday for a new, cost-conscious professional football league that they said would begin play in the fall. The enterprise, called All-Star Football, expects to have 16 franchises playing televised games on Sundays in direct competition with the National Football League. Besides Milwaukee, the proposed sites are New York, Los Angeles, Philadelphia, Chicago, Detroit, Hartford, Miami, Orlando, Memphis, Houston, San Jose, Cleveland, Columbus, El Paso and Mexico City. The idea, Kapp says, is to make pro football affordable again, for fans and for cities, so franchises won't jump around to the next place that's willing to spend zillions for a new stadium.

He had two stellar years in 1985 and 1986 with the Cats, winning defensive back, All-Eastern and CFL All-Star awards. Browne moved to the Winnipeg Blue Bombers from 1989 to 1991 and continued his incredible playing career, setting in 1990 and 1991 the CFL record for most interception return yards with 273 and 267 respectively; records that still hold today. Less moved east for the 1992 season and played with the Ottawa Rough Riders and for the third time set a CFL record for most interception return yards with 259. Browne played his final two seasons, 1993 and 1994, as a B.C. Lion where he set even more CFL records and played on the 1994 Grey Cup Championship Team.

    History
    The Canadian Football Hall of Fame was formally established on June 19, 1963. Its permanent home in West Hamilton, Ontario, opened on Nov. 28, 1972. Inductees are chosen in two categories, players and builders. The builders category includes coaches, as well as team and league adminstrators and others who have contributed to the development and improvement of Canadian football. A 15-member panel made up of Canadian professional and amateur football officials elects new members annually. Induction ceremonies are held in mid September. A player becomes eligible after being retired for three years. Builders can still be active in the sport. Top of page

    Cal's football tradition is intertwined with its tradition of producing great quarterbacks. The list of outstanding passers who've worn the Blue and Gold is a long one. It includes Paul Larson, Joe Kapp, Craig Morton, Steve Bartkowski, Joe Roth, Gale Gilbert, Troy Taylor, Mike Pawlawski, Dave ]Barr, Pat Barnes and Justin Vedder. Hopefully, Kyle Boller will follow in this tradition. In looking over this list and thinking of others I haven't mentioned, a question comes to mind: Who was Cal's greatest quarterback?
    Frankly, there have been so many good ones playing in so many great games and leaving us with such great memories that it'simpossible for me to pick just one. So, l turned to a couple of seasoned University of California football observers Bruce Herriges and Lee Grossup.
    When I asked Cal football historian Bruce Herriges the question, he replied: "If the basis of comparison were the quarterback's performance over his full career, my choice would be Craig Morton. Craig played on teams that lacked fast receivers and that didn't give him great pass protection. His only reliable receiver was Big Jack Schraub.
    "But the greatest improvement in one season I've seen by a Cal quarterback was by Steve Bartkowski in 1974.

    "For macho leadership, my pick would be Kapp, of course, but also Mike Pawlawski. Mike quarterbacked the Bruce Snyder teams which went to the Copper Bowl and Citrus Bowl. Today, he's the "King of Arena Football". He led the Albany Firebirds the arena league's championship in 1999 and shares a single-game arena football record of 10 touchdowns in one contest.
    "Another outstanding Cal quarterback with a lot of mobility, who could throw well on the run was Troy Taylor. He's still number one in Cal's record book for career passing yardage 8,126 yards from 1986-89. Troy was a real student of the game and really knew football.
    "Cal has had many fine passers and several of them were big, tall guys with great arm strength; such as Bartkowski, Morton, Rich Campbell and Dave Barr.
    "How can you forget Gale Gilbert? He quarterbacked Cal in that unforgettable '82 Big Game, then went on to play a long time in the NFL.
    "Fred Besana is another one. I covered him when he was with the USFL's Oakland Invaders. He was a very sharp passer, had a great arm and was a good leader. He had the misfortune of being sandwiched in during the time Bartkowski, Joe Roth and Rich Campbell were at Cal.

    By R.E. Graswich Bee Staff Writer Dwight Garner was down. Mariet Ford threw a forward lateral. The Golden Bears had only 10 players on the field. They were illegally lined up at the kickoff. Details, details. The Play should not have counted. But this is no time to quibble. Twenty years down the road from the play that became The Play the moment it happened, the absurdity remains fresh. Five laterals, forward and otherwise. Fifty-seven yards. Four seconds. Cal beats Stanford 25-20. It seems like yesterday. I was tightening bolts for The Bee's sports pages then, covering the Cal and Stanford football teams. It was fun work. Stanford had John Elway, a quarterback who scrambled and threw deep. John was a pleasant guy. Had a beer tap in his room.
