He led OSU in assists (154), steals (70), three-point field goals (88) and minutes played (1,247). A native of Salem, Massachusetts, Penn began his collegiate career at Boston College. As a freshman, he was the 1996 BIG EAST Conference and the ECAC Rookie of the Year following a 13.2 ppg, 3.5 assists and 3.4 rebound per game season. As a sophomore he led Boston College to the BIG EAST Tournament championship and was named MVP.
