History
When the 1994 World Cup tournament was awarded to the United States, US Soccer promised to help establish a Division I outdoor soccer league as soon as possible after the tournament ended. World Cup USA Chairman Alan I. Rothenberg announced plans for Major League Soccer (MLS) on Dec. 17, 1993. Twenty-two cities submitted bids for teams. In October of 1995, it was announced that MLS would begin play in March of 1996 with ten teams: the Colorado Rapids, Columbus Crew, Dallas Burn, D. C. United, Kansas City Wizards, Los Angeles Galaxy, MetroStars, New England Revolution, San Jose Clash, and Tampa Bay Mutiny. The Chicago Fire and Miami Fusion were added as expansion teams in 1998. The MLS originally had two conferences, but was reorganized into three divisions, with four teams each, in 2000. However, the Miami Fusion and Tampa Bay Mutiny were dropped before the 2002 season, and the league went back to the two-conference format. The MLS did away with the penalty shootout in 2000. If a game is tied after regulation time, the teams play two five-minute overtime periods. If the score is still tied, that's the final result.

National team coaches have selected the World Player of the Year since 1991 on behalf of the FIFA, the European Sports Magazine Association (ESM) and Adidas. The oldest player of the year trophy is the Ballon d'Or (Golden Ball), presented to the outstanding player from Europe, as selected by a panel of European soccer writers. The African Ballon d'Or was presented by France Football magazine from 1970 through 1996. Since 1997, the African Football Confederation has named the African player of the year. El Pais of Uruguay initiated the South American player of the year award in 1971. The winner is chosen by a panel of sports editors from throughout Latin America. Since 1991, the Spanish-language radio show Futbol de Primera has team with Honda to name the United States player of the year. Candidates are limited to those who have played for the U. TAMPA, Fla. (Tuesday, November 2, 1999) Carlos Valderrama, one of the most decorated and popular soccer players in the world, has re-signed with Major League Soccer and will play for the Tampa Bay Mutiny in 2000. "Carlos is one of the most recognizable symbols in MLS. More than that, he is an elegant and incisive player, and continues to be a friend of soccer in the United States," MLS executive vice president for player relations and operations Ivan Gazidis said. Known as "El Pibe" (The Kid), Valderrama started 27 games for the Mutiny after coming from the Miami Fusion early in the 1999 season. He scored three goals and had 13 assists; the assist total tied for fourth in MLS. With Tampa Bay and Miami, Valderrama started 31 games, scored four goals and tallied 15 assists. "My family and I have enjoyed the time we've spent in Tampa Bay, and I'm very pleased that the league has worked out an agreement that allows me to stay with the Mutiny next season, and hopefully beyond," Valderrama said. Valderrama, who spent his first two seasons in MLS with the Mutiny before being assigned to the expansion Miami Fusion prior to the 1998 season, was reallocated back to Tampa Bay by the league on April 23. Following his return, the Mutiny went on a five-game winning streak, from 0-4 to 5-4. The team finished the year 14-18 and returned to the Eastern Conference semifinals, losing to Columbus.

Known as “El Pibe” (the kid), Carlos Valderrama is easy recognizable with his big curly blonde hair and all his jewelry. He was an accurate passer of the ball and a playmaker of finest caliber. He is also one of very few players to have captained his country in three World Cups. His biggest World Cup moment was when he dribbled past several players and delivered a pinpoint pass to teammate Rincon who scored the necessary equalizer three minutes into injurytime against eventual winners West Germany in 1990. That goal meant Colombia qualified to the second round.
In 1994, Colombia were one of the hottest candidates to win the World Cup, much thanks to a 5-0 thrashing of Argentina in Buenos Aires in the qualifying rounds, and even though Valderrama was on top of his game, Colombia disappointed a lot and got knocked out already in the first round. Neither in France four years later, at the age of 37, could “El Pibe” and his teammate get past the first round. He joined Tampa Bay Mutiny in the MLS in 1996 where he has had success as one of the best players.
