Description
At the end of the Second World War, Harlow had a population of only 5,000. However, the post-war Labour Government took the decision in 1946 to create a New Town there, which now numbers nearly 80,000 residents. The New Town was specifically designed as a group of neighbourhood communities and the council has sought to emphasise this in its devolution of power to local communities. The Community Associations are also very strong. Harlow also prides itself on having pioneered innovative social and community facilities: the first all-purpose health centre in 1955; one of the first holiday play schemes in the early 1960s; and one of the earliest after-school care schemes in 1979.

Harriers Capture Second Major Relay Title
By Bob Reid The Prairie Inn Harriers of Victoria, B.C. won the Masters division of the prestigious Klondike Trail of '98 Relay on September 16, 1989. Earlier in the year, the Harriers placed first overall in the 505 mile, 8-day Lewis and Clark Centennial Relay in Washington State. Dan Harlow, Mark Colegrave, Bob Cook and Bob Reid were members of both Klondike and Lewis-Clark winning teams. The 7th annual Klondike Trail Relay starts in Skagway, Alaska, passes through British Columbia at White Pass near Bennett Lake, then finishes in Whitehorse, Yukon Territories covering a total distance of 179.0 km (112.8 Mi). A record number of 79 entries were accepted this year, 9 over the maximum limit of 70. The organizing committee allowed extra teams due to the large expense team members were paying for the event and the great distance people were travelling to participate in such a challenging course for a relay.

They schedule the remaining field trips, plan social studies projects, share educational resources, plan for the standardized test preparation, and develop special grade level projects for the students. On Monday, January 27, 2003 , we had our third and final Staff Development Day. In the morning, Mrs. Kimmy Herrera, a presenter from the UCI Writing Project, returned to Crescent Primary. We learned about the six traits of quality writing and discussed many ways to teach and motivate children to write. These six traits are a collection of the many skills that children need in order to write successfully. In the afternoon, the teachers developed writing projects for their grade level using the ideas from the morning session. I am sharing a few of these traits with you for two reasons. BILL'S VICTORY BUT LABOUR VOTE FALLS The red-wrapped bundles of ballot papers proved Labour's Bill Rammell was the winner.
But after the votes were counted, it became clear that the number of people who placed their cross in Mr Rammell's box tumbled by more than a quarter. Mr Rammell saw his support fall from 25,861 in 1997 to 19,169 this year, down 25.87% Conservative candidate Robert Halfon fared slightly better, claiming 13,941 votes. But that was still 1,406 fewer than the 15,347 secured by former Tory MP Jerry Hayes four years ago. Only Liberal Democrat Lorna Spenceley increased the share of the vote among the three main parties. She polled 5,381, an increase of 858 or 18.97% on her 1997 result. Speaking after the result was announced shortly after 4am on Friday, Mrs Spenceley said: "This has been a very successful night for the Liberal Democrats, not just here but across the country." "This is a reflection of the anger and frustration people feel about what has happened since 1997. People have also not forgotten the misery of 18 years of Conservative rule and that memory will last a long, long time. I would remind Bill Rammell that Labour have not so much been given a second term as a second chance." However, a jubilant Mr Rammell said he was delighted Labour had won a second term. "We have now got the opportunity the Tories have had but we have never had," he said.

"Make 10 Harlow homes each week more energy efficient" - Lib Dems
Liberal Democrats in Harlow have launched an energy efficiency campaign in support of a private member's Bill currently progressing through parliament. 500 new home buyers a year in Harlow - 10 each week - could benefit from the Bill. The Bill - introduced by Liberal Democrat MP John Burnett - would oblige mortgage lenders to provide mortgage applicants with energy efficiency ratings on their chosen homes and advice on how to improve energy efficiency. It would also require lenders to promote the benefits of energy conservation to all existing borrowers. Local Lib Dem leader Lorna Spenceley has written to MP Bill Rammell urging him to sign an Early Day Motion in support of the bill. She has also asked Harlow Council to endorse the bill, and taken up the issue with the Council of Mortgage Lenders, who oppose the bill and may try to block it. Mrs Spenceley said: "The Bill will have three effects: it will help home buyers cut fuel bills, save energy and improve the environment, and create jobs in the construction industry. Over 400,000 mortgages are given each year on existing dwellings, and 86 per cent of buyers are likely to carry out energy efficiency improvements within the first year or two of purchase.

Obituaries Beulah Mae Curry Samples Beulah Mae Curry Samples of Shelbyville died Wednesday, March 12 at Crestview Health Care in Shelbyville. Born August 28, 1909 in Shelby County, she was a homemaker and farmer. She was a member of Highland Baptist Church and a former member of Pigeon Fork Baptist Church. Survivors include a son, Huston Samples, of Burlington; two daughters, Beatrice Spaulding of Waddy and Doris Shouse of Frankfort; a brother, Hueitt Curry of Louisville; two sisters, Ada Davenport and Estelle Rice, both of Eastwood; five grandchildren; nine great-grandchildren; nine great-great-grandchildren; one step grandchild; and two step great-great-grandchildren. She was preceded in death by her husband, Earl Samples; her father and mother, William Henry Curry and Aline Robinson Curry; two brothers, Charles Curry and Gilbert Curry; and a sister, Loraine Lutterel. Funeral services were Saturday, March 15 at Shannon Funeral Home in Shelbyville with the Rev. Bill Brumley and the Rev. Bill George officiating. Burial followed in Grove Hill Cemetery. Memorial gifts are suggested to Hospice of Louisville.
