http://nypisys.cpmc.columbia.edu/AR2000/Clinical Overview/clinicaloverview.html
Clinical and Administrative Overview Andrew E. Skodol, M.D. Deputy Director The year 2000 was one of transition for PI Administration. On January 13 th , I became Deputy Director, assuming the duties and responsibilities of Jack Gorman, who stepped down to devote more time as Director of the Lieber Center for the Study of Schizophrenia. The Clinical Director, David Strauss, took over for the late Jack Rainer and me, as Chair of PI's IRB, a position justly elevated to full-time in recognition of the increasing resources needed to fully protect the rights and welfare of our research subjects. One of my first tasks was to head a search committee for a new Clinical Director. That process brought David Hellerstein from Beth Israel Hospital in New York. David Hellerstein and I spent the rest of the year learning on the job. We had two superb teachers in the art of hospital administration: John Oldham and Steve Papp. We both consulted frequently with David Strauss, for another "veteran's" perspective. (I traded heavily on a few IRB words of wisdom.) As we settled in, we received our first dose of administrative reality, in the form of the JCAHO Survey. As the year wound to a close, we had been wonderfully prepped for the February 2001 event, along with the entire PI clinical, administrative, and support staff, by Amy Bennett-Staub. (It is no secret, at the time of this report's publication, that PI's JCAHO star once again shined brightly, with glittering scores of 100 for hospital services and 99 for behavioral health outpatient services!)

Job loss and older men

Wage gaps and segregation
Business cycles then and now In his introduction to a Journal of Economic Perspectives symposium on business cycles, J Bradford De Long presented a straightforward comparison of the long expansions of the post-World War II era. Several of the indicators he chose to characterize these long expansions as they reached the 30-quarters mark will be familiar to readers of the Review Indicator Annual percent growth in employment........................ Annual change in unemployment.................................. Starting unemployment rate (percent)........................... Ending unemployment rate (percent)............................ Underlying trend productivuty growth rate (percent) In her symposium paper, Christina D. Romer suggests an even longer period of historical continuity, both qualitative and quantitative: "Major real macroeconomic indicators have not become dramatically more stable between the pre-World War I and post-World War II eras, and recessions have become only slightly less severe on average." One measure—duration of recession—may actually have gone up by a month from an average of 9.7 months for the nine pre-World War I recessions Romer analyzed to 10.7 months for the nine recessions since the end of World War II. On the other hand, the duration of expansions has increased even more, rising from an average 34 months before the First War to 51.5 months since the Second.

Mitchell Polinsky ; Steven Shavell ; Abstract: This article surveys the theory of the public enforcement of law the use of public agents (inspectors, tax auditors, police, prosecutors) to detect and to sanction violators of legal rules. We first present the basic elements of the theory, focusing on the probability of imposition of sanctions, the magnitude and form of sanctions, and the rule of liability. We then examine a variety of extensions of the central theory, concerning accidental harms, costs of imposing fines, errors, general enforcement, marginal deterrence, the principal-agent relationship, settlements, self-reporting, repeat offenders, imperfect knowledge about the probability and magnitude of fines, and incapacitation.
